Duties include but may not be limited to the following:

  • Responsible for developing, planning, directing, coordinating, reviewing, monitoring, evaluating and updating program activities which include Federal Equal Opportunity Recruitment Program (FEORP), Federal Women's Program (FWP), Native American Program (NAI), Hispanic Employment Program (HEP), Black Employment Program (BEP), People with Disabilities (PWD), Asian Pacific Program (AP), Disabled Veterans Affirmative Action Program (DVAAP), Upward Mobility Program (UMP), Lesbian, Gay, Transgender and Bi-Sexual Program (LGBT), Alternate Dispute Resolution Program (ADR), Harassment Prevention Coordinator (HPC), and the Discrimination Complaints Program.
  • Regularly identifies and provides workable solutions to systemic problems, as well as individual cases in the EEO arena.
  • Coordinates with and assists the EEO Counselors, EEO Intake Specialists, EEO Investigators, as well as the EEO Officer and Administrative Officer in the Office of Resolution Management (ORM).
  • Arranges for and/or conducts EEO training and provides advice, guidance, and assistance in conducting individual investigations.
  • Works in collaboration with the VA Regional Counsel's Office to secure appropriate legal representation in proceedings regarding formal EEO complaints.
  • Responsible for compiling, reporting, and analyzing statistical data of the discrimination complaint program to evaluate the program's effectiveness, determine trends, identifies problem areas which require intervention into management practices.
  • Directs the work of a staff of EEO/AE and Diversity and Inclusion professionals, and administrative personnel to accomplish the work of the EEO/Diversity Program in the local facility.
Work Schedule: Monday-Friday, 7:30am-4:00pm.

Qualifications

To qualify for these positions, you must meet the below requirement.

SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes: providing technical and administrative support to the EEO staff; Oversees the daily operation of the EEO office ensuring policies and priorities are being followed; Conducts workforce analysis, identifying less than expected representation in major occupations to ensure a balanced workforce.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements/Working Conditions:
Regular and recurring work generally involves sitting at a desk and sitting in conferences and meetings except for occasional visits to activity work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required. Most work is performed in a virtual or office setting. Occasional visits to other areas may be required. No special precautions or protective clothing are needed.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
