Summary

Duties

Help

Major duties for this position include, but are not limited to:

  • Plans, direct, and coordinate all activities and related duties of procurement personnel assigned to the Divisions.
  • Develops and/or reviews complex contractual pricing arrangements and incentives characterized by various contracting techniques.
  • Interprets policies, defines objectives and makes authoritative decisions, which establish precedents or resolve technical and procedural problems within the office.
  • Serves as the principal Contracting Officer for the Divisions supervised, exercising sound business acumen and judicial use of her/his signatory authority for all staff and is the responsible official for the quality and accuracy of work products and all contractual documents.
  • Performs and/or directs negotiations at a master level with contractors to resolve problems concerning the extent of contractual obligations.
  • Serves as technical expert and advisor to DOL senior leadership on complex matters relative to Government contracting and the procurement process.
  • Advises agencies in the use of procurement methods, applicable Federal laws and regulations, procedures, timeframes and the interface required between the program office and the procurement office to facilitate efficient/effective procurement actions.
  • Advises agencies on contract performance oversight and surveillance and leads in the use of methods such as issuing cure notices, show cause notices, and terminations.
  • When necessary, defends claims against the Government that result from contract termination or contractual disputes.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Supervisory Contract Specialist, as described below.

BASIC REQUIREMENTS
A Bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4-year course of study that included at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.

*Exceptions: Grandfathering provision - Employees in GS-1102 positions will be considered to meet the 1102 standard based on position and grade held as of January 1, 2000, and qualified for positions in other civilian agencies at the same grade without having to meet the educational and training requirements.

For GS-15, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For GS-15, Applicant must have 52 weeks of specialized experience equivalent to at least the next lower graded level, GS-14, in the Federal Services.

Examples of specialized experience is defined as experience:

  • Serving as business advisor for program officials on acquisition and administrative matters and recommending effective/efficient solutions.
  • Applying appropriate policies, applicable laws, regulations, practices, procedures and effectively and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process.
  • Planning, directing, and evaluating the work of subordinate managers and employees for accuracy and compliance through the pre-award and post-award contracting functions.
  • Collaborating with top management to carry out assignments involving key programs and/or initiatives.
  • Conducting acquisition file reviews and/or audits.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
