Duties

Help

The incumbent will serve as a subject matter expert for the Coast Guard's Affirmative Employment Program (AEP) for civilian personnel, to include helping to put together and analyze the Equal Employment Opportunity Commission's (EEOC) Management Directive 715 (MD-715) reporting. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 

  • Managing all functions relating to workforce data analysis of MD-715 and processing of Title VII and VI requirements.
  • Developing policies, programs, and strategies for accomplishing civil rights programmatic goals and directives.
  • Participating in the development of the agency's Affirmative Employment Program (AEP) Plan, Language Access Plan and Title VI Grants Program.
  • Serving as a subject matter expert on MD-715, Affirmative Employment, and Title VI and VII by providing technical advice and counsel both within and outside the organization.
  • Preparing a variety of analytical products based on data analysis that identifies successes as well as gaps and shortfalls in the current and planned agency EEO and Civil Rights Title VII and Title VI efforts.
  • Conducting studies, organizational reviews, and work-force analyses for EEO and Civil Rights program implementation, improvement initiatives, and for consistency with the agency's prescribed policies and practices.
  • Participating in audits and evaluations to ensure organizational human resources management functions align with its affirmative employment programs.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-12 - You qualify if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Specialized experience must include:

  • Advising management about deficiencies in civil rights programs and barriers to equal participation by various groups in the workforce along with providing solutions and action plans for implementation to support affirmative employment; AND
  • Conducting analyses, studies or reviews to identify and address equal employment and civil rights issues in deployment of MD-715; AND
  • Assisting with planning EEO program activities related to barrier analysis and/or affirmative employment; AND
  • Analyzing workforce data to prepare and managing EEO statistical reports, i.e. MD-715.

A Quality Ranking Factor (QFR) is job related skills, knowledge, or abilities that are expected to significantly enhance performance—but are not essential and applicants will not be ranked ineligible for not having a (or the) quality ranking factor(s).

Quality Factor: Experience working with federal civil rights statutes and program requirements, specifically Title VI of the Civil Rights Act of 1964 is preferred.

NOTE: Education can/cannot be substituted for experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
