Help

The Program Manager serves as the Financial Management Group (FMG) Team Manager (TM). Applies a detailed knowledge of the technical aspects of budget formulation and execution to manage and integrate the work of several subordinate geographically dispersed sub-teams through subordinate managers. Directs the team in analyzing, developing and evaluating complex budget formulation and execution programs that directly impact all ATO services including Operations and Activity 5 appropriations, as well as budget requests for the Operations Review Board. This work directly impacts the safe and efficient operation of the ATO.

The FMG TM applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple ATO support projects. Develops strategic plans, policies, and programs; set priorities; and communicates the organization's vision and objectives. The FMG TM assigns tasks and responsibilities; monitors and evaluates performance of organizational units, managers, and employees; coaches and develops staff and organizational capabilities; approves leave; and takes or approves corrective/disciplinary actions as appropriate. Guides subordinate managers and employees to prevent and resolve problems without the intervention of higher-level management except where ATO and FAA-wide interests are at stake. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Program.

The FMG TM also applies a detailed knowledge of budget, human resource management, and other administrative policies and procedures to lead and integrate the budget planning processes for all projects/programs under their control, and projects both short term and long-term future needs. Participates in planning efforts that cross all ATO Service Units. Applies experience using a detailed knowledge of the technical aspects of the budget and execution process, to recommend solutions to meet ATO financial needs. Provides detailed program support for the budget formulation process and/or acquisition management. Maintains all necessary documentation and coordinates with all stakeholders. Develops and approves solutions to current and anticipated problems involving the budget formulation and execution process which cross all ATO Service Units and disciplines.

Applies project/program management principles to analyze, interpret and communicate funding and performance metric information. Develops new programs to support the strategic direction of the organization. Organizes programs and activities in accordance with the mission and goals of the organization. Assesses program performance and analyzes program risks.

Contacts are routinely internal and external to the Group and Directorate and include subordinates, peers, higher level management, industry, and stakeholders to discuss the statuses and results of projects/programs and to plan for the future. As the primary point of contact for budget formulation and execution issues, the FMG TM frequently represents the Directorate and Management Services at conferences or meetings. Responds to Congressional, Office of the Inspector General (OIG), Office of Management and Budget (OMB), and General Accounting Office (GAO) inquiries as required. Has the authority, within guidelines, to make commitments for the Group/Directorate, to establish new policies/procedures, and to make exceptions.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

  • Experience using the principles of management and strategic planning to integrate the budget formulation process. AND
  • Experience with budget and the execution process, to recommend solutions to meet organization's financial needs. AND
  • Experience applying project/program management principles to analyze, interpret and communicate funding and performance metric information.
