Help

As a Supervisory Human Resources Specialist, you will perform the following duties:

  • Perform and manage complex human resources personnel action and payroll action processing for GSA and the Office of Human Resources Management (OHRM) and it’s stakeholders and partners. Facilitate high level processing of personnel actions using a high level knowledge of pay plan codes. Ensure correct pay and personnel actions are processed according to acceptable Federal and related regulations and guidelines. Collaborate with HR stakeholders and others to ensure the effective implementation of new HR systems (i.e. IBM, People Soft, etc.). Interpret broad, complex related HR regulations, procedures, policies and directives, related to the work supervised. Function as subject matter expert for the full range of HR management problems and solutions relating to processing and personnel record keeping.
  • Review, manage and oversee technical work performed in processing, documenting, and coding of the full range of complex, recurring and non-recurring types of personnel actions and payroll processes. Establish guidelines and performance expectations for staff; observe performance; develop work improvement plans; exercise related supervisory authorities and responsibilities; and, review work to ensure adequacy. Distribute work and ensure that timelines are met and that work is performed in an effective, efficient manner.
  • Serve as the program manager for GSA's automated personnel system, HR Links. Provide assistance and perform system generated work or user initiated quality control tickets and perform testing of enhancements. Troubleshoot and research system problems; run tests and validate test plans; identify errors, inconsistencies, and system deficiencies. Perform quality assurance checks of automated databases, identify and correct database problems.
  • Identify and actively promote customer requirements and how best to achieve them, using existing and evolving business practices; and provide guidance for and/or develop policies, guidelines and performance indicators for assigned areas. Engage with OHRM, GSA customers to understand the customer's mission, business lines and objectives, and establish creative and innovative solutions to meet customer objectives.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary range starts at $103,409 per year. Locality pay will be determined upon selection.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience leading others in high level technical human resources information systems and operations work. This experience includes the full range of processing and payroll actions for the following HR specializations: personnel and payroll action processing, awards management processing, staffing placement and recruitment action processing, performance management processing, employee development action processing, and the processing of high level HR information technology issues.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge of the principles and techniques in HR information systems in order to direct a program that provides nationwide coverage, provide guidance to high level managers, and ensure compliance of regional policy and guidance.
  2. Knowledge of the rules, regulations, and procedures for processing personnel and payroll actions, as well as automated personnel systems and their interfaces.
  3. Skill in leadership necessary to successfully guide and direct a diverse group of individuals toward the accomplishment of program goals and objectives.
  4. Knowledge of principles, methods, and tools for analyzing and developing systems testing and evaluation procedures, including identifying critical operational issues.
  5. Knowledge of HR information systems and programs sufficient to implement, operate, and maintain skills in expressing novel concepts, techniques and approaches to various audiences verbally and in writing.
