Summary

As an Accountant, the incumbent will serve in the role of Technical Subject Matter Expert and is relied upon to solve the division’s most difficult accounting/financial issues and routinely provides technical expertise, advice and guidance to journey level accountants in the division.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. The duty station will be determined upon selection and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the geographic areas listed/described.

As an Accountant, you will be performing the following duties:

  • As a Senior level accountant in the Pegasys Financial Services Division, the incumbent independently plans and performs a variety of work assignments/projects and analyzes and/or evaluates program operations and business processes in areas such as accounting transactions, systems functionality, problems, reports and other related areas that can have an impact on the effectiveness of the Division meeting its goals and objectives.
  • Performs analysis, review and reconciliation of financial statements, reports or transactions. Ensures accounting reports and financial statements are in accordance with the Office of Management and Budget (OMB) Circular A-136, OMB Circular A-11, and other agency policies and procedures.
  • Performs and/or reviews analysis of SGL accounts for proper accounting treatment, accuracy and correction of existing posting models. Reviews and drafts the request for proposed SGL posting models and concurs on recommended SGL posting models for the proper recording for other personnel of accounting transactions in the accounting system.
  • dentifies, validates, and documents system processing issues and submits written summation to management. Participates with system accountants, computer specialists, directors and central office officials in the installation, review and testing of automated accounting systems. Reviews and submits system and maintenance issues. 
  • Independently plans and performs a variety of work assignments or projects. In addition, review the work assignments of others. Provides training to staff resulting from changes to and/or the implementation of automated accounting systems. Supports internal and external audits providing data/information and technical expertise on accounting, financial management and related policies, procedures and reports. Reviews and comments on audit findings. Provides technical advice on interpretation of governing policy within the unit's accounting and financial program areas

The GS-13 salary range starts at $105,029.00 per year. Locality will be determined based on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

Basic Requirements: You must have either A or B, or C:

A. Degree in accounting.

B. Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

C. A combination of college level education and experience.

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service.

Specialized experience is defined as experience performing analyses of a high-volume automated accounting system which included complex processing routines; analyzing and evaluating complex accounting problems to develop solutions; and communicating accounting solutions to management peers, customers and/or subordinates.

Bargaining Unit Status: This position is eligible for the bargaining unit.
If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.

Relocation-related expenses are not approved and will be your responsibility.  

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

  • Mastery of professional knowledge of the theory, concepts, principles, and practices of accounting. Expert in conducting financial and performance auditing.
  • In depth knowledge of the Division program operations and goals including the interrelationship of division programs in order to evaluate and analyze changes, performance, educational needs and improve
    organizational effectiveness of Center.
  • Expert ability to analyze information to determine effectiveness of program operations, the need for improvements, actual or potential problem areas, and recommended courses of action.
  • Ability to coordinate and compile material and data from various sources of software applications and create a finished professional product for a presentation, training material, or project. Ability to develop
    creative solutions to controversial problems.
  • Ability to conduct examinations that require an integrated analysis of intricate and complex accounting systems and business activities.
  • Comprehensive Knowledge of and ability to use applicable agency/organization automated systems such as the complex Pegasys system and the BAAR Module to analyze and interpret detailed accounting data.
  • In depth knowledge of internal control programs and related requirements to ensure compliance with established policies, practices, and precedents.
  • Ability to independently and effectively develop sound accounting conclusions and technical judgments and to participate in decision-making sessions and meetings.
  • Skill in oral and written communications necessary to present recommendations and conclusions to higher authorities on the program; orally, in writing, or in formal presentations and the ability to explain
    and defend these decisions.
