Help

The incumbent will serve as a Hydrologist/Meteorologist. As a Hydrologist/Meteorologist you will perform the following duties:

  • Serve as a functional bridge between river forecast centers and national centers and all operations within the servicing area.
  • Develop and improve hydro-meteorological or hydrologic techniques with the goal of improving forecast accuracy and operational efficiency.
  • Conduct analysis and assimilation of real-time hydrometeorological or hydrologic data using operational hydro-meteorological expertise in conjunction with advanced processing techniques, data sources, and equipment.
  • Exercise expertise in assimilation and quality control of hydro-meteorological or hydrologic forecasts for input to operational forecast system.
The duties are at the full GS-12 performance level and the GS-05/07/09/11 is the developmental grades level leading to such performance.

Conditions of Employment:
  • Working on rotating shifts is routinely required with the RFC in nominal operation 16 hours a day, seven days a week.
  • Incumbent must maintain sharp mental focus during highly stressful events.
  • Incumbent will be required to maintain weather watch at office when general public is evacuating the area.
  • Telework Eligible: Episodic and periodic telework is available for this position with prior approval and based on agency policy.
  • The employee must conform to all DOC, NOAA, and NWS policies and practices.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS 1340: This position requires applicants to meet a Basic Education Requirement. You MUST meet one of the following basic education requirements:

A. Degree: meteorology, atmospheric science, or other natural science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
a.Six semester hours of atmospheric dynamics and thermodynamics;
b.Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
c.Three semester hours of physical meteorology; and
d.Two semester hours of remote sensing of the atmosphere and/or instrumentation.
2.Six semester hours of physics, with at least one course that includes laboratory sessions.*
3.Three semester hours of ordinary differential equations.*
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.

There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.

OR

Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

Basic Requirements 1315:
A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

OR

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-5: Applicants that meet the Basic Education Requirement qualify at the GS-05 level.

To qualify for the GS-7:

Specialized experience: In addition to meeting the Basic Requirements, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as
  • Conducting a hydrometeorologic or hydrologic analysis using observed or forecast data".

OR

1 year of graduate-level education

OR

SUPERIOR ACADEMIC ACHIEVEMENT (S.A.A): S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership:1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or3.5 or higher out of a possible 4.0 (B or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies listed below. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

OR

Combination of related graduated education and experience.

To qualify for the GS-9:

Specialized experience: In addition to meeting the Basic Requirements, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as
  • Utilizing a hydrometeorologic or hydrologic model to simulate observed or future conditions".

OR

2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

OR

Combination of related education and experience. Note: Only graduate-level education in excess of one year can be used for a combination

To qualify for the GS-11:

In addition to meeting the Basic Requirements, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as

  • Interacting with a hydrometeorologic or hydrologic model to improve performance".

OR

EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field.

OR

Combination of related education and experience. Note: Only graduate-level education in excess of two years can be used for a combination.

To qualify for the GS-12:

In addition to meeting the Basic Requirements, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as

  • Assisting in the development of hydrometeorologic or hydrologic modeling and analysis procedures.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
