Duties

Help
  • Serves as a senior advisor, advocate, and institutional resource focused on EEO programs throughout the organization and its subordinate activities.
  • Analyzes employee surveys, feedback, and workforce data; identifies and evaluates patterns, correlations, and demographic trends; determines areas signifying barriers to equal employment opportunity.
  • Provides organizational leaders with data-driven insights on current trends; and recommends courses of action necessary for resolving issues identified (e.g., changes in management policies and practices).
  • Manages, directs, coordinates, and serves as an advisor on a designated special emphasis program (SEP) and activities.
  • Coordinates the complaints processing of DEVCOM EEO Complaints with subordinate command EEO Officers and garrison/installation EEO specialists. This role does not process complaints except by exception.
  • Builds and maintains professional working relationships with counterparts and technical experts in other government agencies; Federal, state, and local officials.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. One year of specialized experience equivalent to the next lower grade or band is required in order to qualify for this position. It is defined as one year of specialized experience equivalent to the GS-13 grade level in the Federal Service which includes:

1) Experience serving as Subject Matter Expert on employment policies, procedures, and guidance related to Equal Employment Opportunity; AND
2) Experience establishing EEO program goals and objectives and tracking progress towards meeting goals; AND
3) Experience managing or overseeing EEO Complaint Program; AND
4) Experience creating or participating in the creation of barrier analysis and/or the preparation of the MD-715 Report.


You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meetthe qualification requirement using experience alone--no substitution of education for experience is permitted.
