Duties include, but may not be limited to the following:

Diversity Coordinator:

  • Plans, directs, coordinates, monitors, and evaluates the local Special Emphasis Employment Programs (i.e., Asian/Pacific Islander, Native American Program, Individuals with Disabilities Program, Federal Women's Program, etc.).
  • Analyzes workforce statistics, availability of skills in the civilian labor force, potential for upward mobility, and employment statistics to determine/establish Special Emphasis Employment Program(s) goals and objectives and identifies system-wide problems.
  • Monitors the Affirmative Action Plan (AAP) for the assigned Special Emphasis Employment Program(s). Provides advice and guidance to organizational employees for developing, implementing, and monitoring an effective AAP and EEO Program.
  • Provides advice and assistance to supervisors in resolving problems and achieving program goals and objectives.
EEO Complaints:
  • Assists in managing the EEO Complaints processes.
  • Assures formal complaints are processed within established time limits and in accordance with published regulations and policies.
  • Maintains strict impartially when working with complainants and responsible management official (RMO). Requests assignment of counselors and investigators.
  • Provides them with administrative support; arranges for documenting the record and assures availability of witnesses.
  • Helps determine acceptability of formal complaints and dismisses those that are untimely or not within purview of applicable regulations.
  • Advises complainants of their right to appeal local determinations.
Programmatic Responsibilities:
  • Develops recommendations to management on the level and mix of resources (staff, money, space and equipment) to be assigned to the program.
  • Allocates assigned resources within the program to meet program objectives; assigns, directs, and reviews the equal employment opportunity program work of collaterally assigned or subordinate employees.
  • Explains to and gains the support of the workforce for management's equal employment opportunity policies and goals.
  • Coordinates program activities with other staff offices and with line managers to achieve mutual objectives.
Training Coordinator:
  • Coordinates and conducts all training programs presented by the Equal Employment Opportunity program (e.g., New Employment Orientation, Prevention of Sexual Harassment training, etc.).
  • Provides communication to the managers regarding training initiatives and assist in identifying training needs and mapping out development plans.
  • Performs other related duties as assigned.


Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications

SPECIALIZED EXPERIENCE GS-9: applicants must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in Federal Service that has equipped me with the knowledge, skills, and abilities necessary to perform the duties of an Equal Employment Specialist and that is typically in or related to the work of the position to be filled. Specialized experience includes providing a wide range of administrative and technical support regarding equal employment opportunity program activities; maintains a comprehensive knowledge of the laws, regulations, procedures and policies governing Federal equal employment opportunity including relevant court and administrative decisions to identify barriers to equal employment; applies a detailed knowledge of the organizational structures, missions, and functions of the facility and any serviced tenant activities to provide advice and assistance, review/develop programs and identify trends and problems; comprehends the basic principles and requirements of the Federal personnel system including recruitment, placement, labor relations, position and pay management, and appeals and grievances; skillfulness in the methods and techniques of fact-finding, analysis, evaluation, and resolution of problems; capable of identifying problems, developing action plans and advising managers and supervisors of courses of action needed to eliminate employment barriers; and having the ability to communicate, both orally and in writing, to provide information, advise supervisors and employees, prepare reports, and counsel employees and applicants. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: (Transcript Required) applicants have successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of the Equal Employment Specialist position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR
COMBINING EDUCATION AND EXPERIENCE GS-9: (Transcript Required) applicants have the equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do to the work of the Equal Employment Specialist. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.
OR
SPECIALIZED EXPERIENCE GS-11: Applicants must have one (1) year of specialized experience that equipped them with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes providing a wide range of administrative and technical support regarding equal employment opportunity program activities; maintains a comprehensive knowledge of the laws, regulations, procedures and policies governing Federal equal employment opportunity including relevant court and administrative decisions to identify barriers to equal employment; applies a detailed knowledge of the organizational structures, missions, and functions of the facility and any serviced tenant activities to provide advice and assistance, review/develop programs and identify trends and problems; comprehends the basic principles and requirements of the Federal personnel system including recruitment, placement, labor relations, position and pay management, and appeals and grievances; skillfulness in the methods and techniques of fact-finding, analysis, evaluation, and resolution of problems; capable of identifying problems, developing action plans and advising managers and supervisors of courses of action needed to eliminate employment barriers; and having the ability to communicate, both orally and in writing, to provide information, advise supervisors and employees, prepare reports, and counsel employees and applicants. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
