Help

At the entry level of this position, you will:

  • Plan, design and administer the Freedom of Information (FOIA) program for a major agency program with complete responsibility for all solid waste and emergency response FOIA requests and responses for high profile Superfund, RCRA and IRA/BIL funding allocation information requests.
  • Develop agency policy and procedures with regard to the administration of FOIA and recommend actions or changes to policies and procedures to promote proactive disclosure in the dissemination of information in accordance with applicable statutes, regulations, policies, or guidance.
  • Develop document production processes and systems that improve OLEM’s ability to respond to FOIA or eDiscovery requests associated with litigation or otherwise.
  • Perform or manage special projects for OLEM management, including projects involving information gathering, analyses, and writing and other activities to promote transparency of OLEM records.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as conducting analyses of Freedom of Information Act (FOIA) problems and issues; reviewing, analyzing, and researching information for response to information requests; and communicating information pertaining to FOIA requests to internal and external stakeholders. 

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Knowledge of Freedom of Information Act (FOIA) and analytical and evaluative methods required to review the Agency's FOIA Program.
  • Skill in oral communication.
  • Knowledge of federal laws and regulations and Agency policies related to FOIA sufficient to prepare and implement guidance and policies.
  • Skill in written communication.
  • Knowledge of document production software to improve current processes, train staff, and create more productive and targeted document searches.
  • Ability to lead studies requiring application of advanced analytical methods and techniques.
  • Skill in developing new methods and approaches in planning, integrating, and evaluation of the FOIA program.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
