As Investigative Analyst (Criminal Analyst), at the full performance level, you will perform the following duties:
  • Support law enforcement operations and contribute to strategies to protect the homeland from criminals exploiting the customs and immigration laws of the United States.
  • Analyze and report on criminals, criminal conspiracies, and criminal networks driving investigations.
  • Apply all-source research, collections, analysis and reporting knowledge, skills, and abilities to answer the most difficult questions and support the most complex investigation and policy problems. AND
  • Skillfully produce threat assessments.

You qualify for the GS-09 grade level if you possess one of the following:

Experience: One (1) year of specialized experience equivalent to the GS-07 grade level or equivalent performing the following duties:

  • Researching and compiling excerpts and summarizing information and data, and drafting reports of analysis under the guidance and instruction of a higher-grade Investigative Analyst (Criminal Analyst) or equivalent;
  • Drafting graphics, charts, tables, matrices, maps, infographics and other illustrative devices;
  • Developing and applying knowledge of a broad variety of instructional materials, guides, and manuals to support collection and analysis of criminal intelligence information; and
  • Developing proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information. OR
Education: A master's or equivalent graduate degree, two (2) full years of progressively higher level graduate education leading to such a degree, or a LL.B/J.D., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. OR

Combination of Education and Experience: A combination of successfully completed graduate level education and experience. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s):
  • Conducted analysis of crime (crime analysis/analytics), criminals, criminal conspiracies, or criminal networks in direct support of civilian law enforcement criminal investigator or police detectives, that led to a criminal arrest, indictment, or other investigative, or law enforcement action.

Training:
You will be required to complete the Homeland Security Investigations Criminal Analyst Training (HSICAT), which is hosted by HSI Office of Intelligence. The course is designed for ICE Criminal Analysts (CAs), providing them with the basic skills necessary to be an effective and successful CA while supporting DHS and ICE missions. This agency specific CA training must be completed according to the standards of HSI Office of Intelligence. Failure to do so will be grounds for mandatory removal from position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Promotion Potential: When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. Attention to Detail:

  • Ability to accurately organize and/or classify differing sources of criminal intelligence data and information into a common framework.
  • Ability to determine the validity and credibility of criminal intelligence information and sources using standard methods, approaches, or procedures.
Problem Solving:
  • Ability to provide sound recommendations to support criminal intelligence data collection and decision-making.
  • Ability to identify analytical gaps and determine next steps for analysis.
Research:
  • Skill in discerning relevance of information and/or meaningful patterns (for example, behavioral patterns) from reviewing criminal intelligence data.
  • Skill in creating reports of criminal analysis.
Technology Application:
  • Skill in accessing and compiling intelligence information from law enforcement indices and/or internet-based sources of publicly available information.
  • Skill in creating visual representations of criminal intelligence data (for example, graphics, charts, tables) using software applications.
The results of the KSA evaluation will be used to position each applicant in one of the following three categories:

Best-Qualified: Applicants possessing experience that demonstrates possession of six or more KSAs.

Well-Qualified: Applicants possessing experience that demonstrates possession of a minimum of four KSAs.

Qualified: Applicants possessing experience that demonstrates possession in fewer than four KSAs.

Interviews may be required for this position. Failure to complete the interview may result in removal from further consideration.
