This is a Title 5 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTNG. MAJOR DUTIES: This is not an all-inclusive list

Serves as the assistant to the Equal Opportunity Manager in planning and implementation of a Statewide equal employment opportunity program.

  • Assists in the development and implementation of the National Guard Bureau Equal Opportunity Program at the State level.
  • Assists in writing the Affirmative Action plan covering both short and long range goals and objectives.
  • Continuously reviews this plan and revises it as needed.
    Conducts periodic analysis of the Active/Guard Reserve (AGR) and Dual Status (DS) technician work force to identify underrepresented classes in the various occupations and military grades/ranks.
  • Works closely with the Human Resources office in developing recruiting and employment strategies which insure that equal employment opportunity goals are achieved.
  • Meets and consults regularly with employees and all levels of management to locate, define, and correct deficiencies or problem areas.
  • Assists in the management of the State EEO complaints processing system.
  • Tracks the status of formal discrimination complaints in progress. Recruits counselors and ensures appropriate training is provided.
  • Participates in meetings with community action organizations interested in improving equal employment opportunity relationships.
  • May address groups regarding EEO policies, practices, and goals in the National Guard.
  • Solicits community support in assisting the Guard to eliminate underrepresentation of minority groups.
  • Provides training to supervisors on preventing or remedying discrimination and may provide counseling to employees who feel they may have discrimination complaints.
  • Regularly collects and compiles statistical data, using the data as a basic for extrapolating recommendations on courses of action.
  • Disseminates news and information concerning the State equal opportunity program.
  • Performs all other duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Position may be telework eligible after completion of probationary period.

Qualifications

GENERAL EXPERIENCE:

  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
Experience with completed work such as complaint investigation reports, developing affirmative action plans, conducting discussions on changing employment practices, or other projects are reviewed for technical soundness, appropriateness, and conformity to program policies and requirements. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.

SPECIALIZED EXPERIENCE GS-09:
1 year as GS-0260-07?
Or 24 months experience, education involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Equal Employment Opportunity (EEO) to the unique organizational, management, and mission requirements. Must have knowledge of diversity and inclusion policy, strategies, approaches and practices to effectively plan, develop and evaluate Diversity programs and to promote diversity.

Education

GS-09:
2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related Ph.D. or equivalent doctoral degree.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
