As a Budget Officer, you will provide financial and business information services to ensure that sound resource management and business decisions are made. You will manage all phases of the budget process, financial and business reporting, activity-based costing, and external budget development.

Help

As a Budget Officer, you will perform the following duties:

  • Develop budget policies and programs for the Division. Design and implement business management budget systems and develops guidance for the use of these systems. Provide authoritative interpretations of laws and regulations that impact the agency's budget policies and practices and ensures compliance with all governing laws and requirements. Direct the preparation and formulation of all budget submissions, both internally and externally.
  • Direct the preparation of the budget call and the consolidation and preparation of the coming year budget operating plans for all activities. Review and recommend approval, disapproval, or modification of budget requests. Develop justification statements for single year and multi-year budgets. Coordinate the apportionment of funds required by program activities to maintain the relationship of obligations and expenditures to apportionments. Prepare allowances and allocate, control, analyze, and reprogram complex funding and staffing levels and maintains the relationship of obligations and expenditures to funding plans.
  • Provide expert guidance to senior management on budget laws, regulations, accepted accounting practices, and budget issues. Conduct program analysis and provide expert advice and recommendations to agency program managers concerning the costs and benefits of proposed actions.
  • Serve as primary liaison with the GSA Office of Chief Financial Officer, Office of Management and Budget (OMB), and Congressional staffers on matters related to the budget. Maintain liaison with internal and external customers in order to resolve a variety of significant budget issues. Advocate changes in technologies and policies to deal with changing business strategies.
  • Set operational goals and objectives for subordinates, set values and professional standards for the Division, develop organizational performance metrics for subordinate staff, oversee delegations of authority, identify and resolve operational problems, conduct broad-based evaluation of operational capabilities, and represent the Division to higher levels of GSA management.
  • Manage the human resources of the Division through subordinate supervisors. Plan and assign work to subordinates. Counsel subordinates on all employment related issues. Establish and modify position descriptions. Make selections for employment and promotions. Establish employee performance standards and evaluate performance.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $163,964 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:  

You must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience must demonstrate experience in financial management leadership; developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; evaluating budget policies; developing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.

Bargaining Unit Status: This position is ineligible for the bargaining unit.
Selected applicants may qualify for credit toward annual leave accrual based on prior non-Federal work experience or uniformed service experience.

You will be evaluated for this job based on how well you meet the qualifications above.

  1. Knowledge of budget administration, budget activities, Federal funds processing and internal controls. Knowledge of financial systems and analysis.
  2. Knowledge of financial accounting principles, policies, regulations and practices and procedures.
  3. Ability to identify problems and possible causes, secure relevant information to make decisions and efficiently establish a course of action to resolve issues. 
  4. Ability to prioritize responsibilities in support of the organizations missions, goals and objectives.
  5. Skill in oral and written communications.
  6. Ability to delegate and guide a team towards the successful accomplishment of assignments and delegate responsibility within assignments.
  7. Ability to utilize and allocate all available resources toward meeting objectives.
