Duties

Help
  • Reviews modifications to solicitations to address matters such as specification changes, rate adjustments, language ambiguities, and/or clarification of contract clauses and provides recommendations to the CO.
  • Assesses prospective contractors’ financial responsibility and ability to produce required good and services within budget, on time, and at the levels of quality required by the contract.
  • Enters amendments and modifications in Integrated Logistics Management System (ILMS) to add/delete positions or reflect other contractual changes or modifications.
  • Coordinates with Program Managers and Subject Matter Experts to draft and/or revise technically sound and accurate Performance Work Statements, including technical evaluation criteria and government cost estimates.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

 NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements:

Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in providing contract and procurement policy/program management support including resource planning, systems, goods, and services. 

Experience in reviewing modifications to solicitations to address specification changes, rate adjustments, language ambiguities, and/or clarification of contract clauses and provides recommendations to the Contracting Officer (CO).

Experience in utilizing negotiation and/or persuasion to obtain compliance or agreement with contractual positions.

There is no substitute of education for specialized experience for the GS-12 position.
