Summary

This position is located in the Bureau of Educational and Cultural Affairs, Office of the Executive Director, Office of Budget and Finance in the Budget Execution Division (ECA/EX/BE). The incumbent will be responsible for financial operations of multiple major components and crosscutting issues and serve as an advisor to various senior management officials throughout the Bureau.

Duties

Help
  • Reviews, verifies and analyzes data for consistency with financial and program objectives.
  • Monitors the use and rate of expenditures of budgeted funds through continuing dialogue with management and administrative staff, review of documentation, and examination of records.
  • Assists in analysis and reporting of significant trends in the Bureau's budget obligations and/or expenditures and other related budget execution trends.
  • Prepares budget and financial management reports, memos, and other material, and performs such other activities in budgetary and financial management.
  • Advises Budget Execution Chief of funding change requests that could have a negative impact on the overall bureau program plan.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience performing financial management principles, practices, and methods to ensure that obligations, expenditures, and allocations are accurately and legally established and recorded.
  • Experience applying internal control mechanisms as required by OMB Circular A 123 and the Federal Managers Financial Integrity Act.
  • Experience communicating, both orally and in writing, to brief, report on, and provide clear, concise guidance related to the execution of complex programs to management, staff and senior officials both inside and outside an office.

There is no substitute of education for specialized experience for the GS-12 position.
