Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Serves as the Leadership Development Division Director within the Office of Career and Leadership Development (AHD) in the Office of Human Resource Management (AHR).

Duties

Help

• Applies a high level of expertise in learning and development in the direction, review, and managerial oversight of the design, development, and delivery of Leadership and Core Competency development programs and services.

• Leads and manages multiple front-line managers who lead teams of employees in specialized areas, e.g., instructional design and development, program, and course delivery.

• Applies managerial coaching skills to guide managers in developing their capabilities, improving their work products, and developing their employees.

• Leads teams of peers, senior managers, or executives in accomplishing shared goals related to manager or employee development.

• Develops performance goals, standards, and metrics and applies both quantitative and qualitative data to measure individual and organizational performance. Uses the results to identify and implement ways to close gaps and continuously improve performance.

• Collaborates with the Executive Director, the Deputy Director, and other division directors to develop AHD's strategic and operational work plans.

• Oversees AHD projects and programs, including contracts and acquisitions, to ensure projects are clearly defined, resourced appropriately, and managed effectively.

• Responsible for leading, directing, and managing the full range of AHD functions in the absence of the Executive Director and/or the Deputy Executive Director.

• Builds strategic partnerships and collaborative relationships across lines of Business (LOB) and Staff Offices (SO).

• Represents AHR interests at FAA meetings and plays a key role in working groups, committees, and initiatives across the FAA involving talent development.

• Work activities of this position impact directly on goals and objectives of the major subdivision, the LOB/SO, and the FAA.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

-Expertise in designing and developing courses, programs, and learning materials.

AND

-Experience with setting goals to continually maintain and build one’s professional knowledge base in leadership development and instructional design and development.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
