Duties include, but may not be limited to the following:

Program Management:

  • Serves as a special assistant to the Medical Center Director and manages all Equal Employment Opportunity (EEO) Programs.
  • Provides leadership to the Medical Center's top management to carry out its continuing mission of maintaining a robust Equal Opportunity Employment Program.
  • Serves as a resource to address problematic and recurring issues to increase the quality and effectiveness of the VHA EEO program; recommends policies and strategies.
  • Applies comprehensive knowledge of Federal equal employment statutes, regulations, standard operating procedures, and ADR (Alternative Dispute Resolution) techniques to create a fair employment workplace: special assignments to review and evaluate the quality of local EEO programs.
Provides Personnel Advisory Services:
  • Provides managers and employees with information about the organization's personnel policies, procedures, and guidelines.
  • Provides Medical Center management with interpretations of policy procedures when the issues involved arc new, highly controversial, precedent setting and/or involve more than one are of personnel policy.
  • Analyzes communications on the most controversial, politically sensitive, complex or far EEO reaching matters to assure conformance with executive policy and EEOC regulations.
Exercises Supervisory and/or Managerial Authorities or Program Oversight:
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
  • Keeps abreast of equal employment opportunity and alternative dispute resolution (including mediation) events occurring within and outside of the Medical Center to anticipate the need for initiating action.
  • Reviews work of EEO Specialist regarding complex Civil Rights complaints of discrimination.
  • Reviews reports of investigation for the VISN for Title VI discrimination complaints to ensure regulatory adequacy of investigations, and report writing.
Policy Review and Analysis:
  • Develops new Medical Center personnel policies, procedures, and guidelines when the issues under consideration are new and have no applicable precedent or are highly controversial.
  • Reviews new or proposed policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.
  • Conducts reviews of new or proposed personnel policies, procedures, and guidelines for impact on Medical Center-wide personnel policies. Develop Medical Center strategies and plans.
Policy Development and Revision:
  • Develops new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for new or modified policies.
  • Ensures consistent implementation of statues regulations and guidance issued by the Department of Veterans Affairs and by the Equal Employment Opportunity Commission (EEOC).
Personnel Program Evaluation Work:
  • Plans, initiates, and/or conducts program surveys, studies, or evaluations. Evaluate personnel programs of and Medical Center or a major primary organizational segment.
  • Develops methods of measurement that provide a valid assessment of the success of the EEO program or related initiatives to ensure that established goals and objectives are achieved.
Develops Proposals and Plans for Personnel Projects:
  • Develops and/or monitors proposals or plans related to the implementation of personnel programs or projects.
  • Develops and monitors action plans related to the implementation of these development projects. Monitors progress and act to resolve problems which will delay the project, or to obtain necessary support for changes.
Personnel Standards and Regulation Development:
  • Performs program analysis for the purpose of developing personnel standards and regulations.
  • Serves as the primary Medical Center technical authority with respect to regulatory impact upon a sensitive or rapidly evolving equal employment opportunity program.


Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications

Specialized Experience GS-12: having one (1) year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the position? To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal Service. Specialized experience includes applying a comprehensive knowledge of the laws, regulations, procedures and policies governing Federal equal employment opportunity; including relevant court and administrative decisions to identify barriers to equal employment; having a detailed awareness of the organizational structures, missions, and functions of the facility; devising skills in the methods and techniques of act-finding, analysis, evaluation, and resolution of problems; understanding the basic principles and requirements of the Federal personnel system including recruitment, placement, labor relations, position and pay management, and appeals and grievances; identifying problems, developing action plans and advising managers and supervisors of courses of action needed to eliminate employment barriers; skill in communicating, both orally and in writing, to provide information, advise supervisors, and employees, prepare reports, and counseling employees and applicants; capable of establishing and maintaining effective relations with local and national ethnic/special interest organizations in order to obtain support and advice; comprehension of the regulations, requirements, and policies of the Special Emphasis Employment Program in order to plan, direct, implement, establish milestones, monitor and evaluate assigned programs; understanding and utilization of automated EEO programs and systems, especially for complaints tracking and data input, local procedures, and requirements for analysis of workforce and employment statistics.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences or meetings. and occasional visits to various work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
