Office of Congressional Affairs and Communication Overview

The Office of Congressional Affairs and Communications (OCAC) is responsible for coordinating contact and communication with all external parties, including members of the public, the media, Congress, trade associations and other regulators. The Office also maintains FHFA's public website, intranet, and social media presence.

Major Duties & Responsibilities

Regularly develops and updates content for the Agency's website. Content may include written documentation, visual media, or interactive multi-media presentations or videos. Reviews and revises content submitted by other staff to optimize for the digital publication.

Manages and oversees the Agency's web content management system, including posting new items, updating posts, removing outdated content, and developing and deploying interactive or multi-media content as appropriate.

Gathers and analyzes traffic data and other web usage metrics. Identifies opportunities to improve reliability, overall traffic, engagement, and content to improve digital engagement with the Agency's websites and social media presence.

Oversees web engineering and other technical functions to ensure the Agency's website remains secure and reliable. Supports efforts to develop new functionalities and enhance web content management systems. Troubleshoots technical problems with the Agency's websites and coordinates with IT specialists and contractors to ensure continual functionality on the website.

Manages and advises senior leadership and subject matter experts on digital communications strategy to ensure alignment with agency policy priorities, traditional communications strategy, social media strategy, and cutting edge web design and communications philosophies.

Coordinates the agency's web publishing and update calendar, including social media posts and other strategies. Oversees the involvement of staff and contractors in developing and deploying posts, media, and other content to support the agency's overall communications and web strategy plans.

Manages the involvement of contract staff and other Agency staff in the development and maintenance of the Agency's website. Provides oversight and guidance to colleagues who are developing web content and making updates or other changes to the website. Ensures that the Agency's website and other digital content is clean, coherent, and free of typos or other mistakes.

Leads complex, cross-divisional projects that relate to the Agency's website or digital communications efforts. These range from the rollout of new initiatives or policy priorities that have a digital component to updates or transitions to new content management system or large-scale overhauls of the Agency's website architecture. Coordinates the involvement of subject matter experts, technical staff, and contractors to ensure success of these initiatives.

Works with IT specialists and other accessibility experts to ensure 508 compliance of the Agency's website and other digital communications efforts.

Performs other duties as assigned.

Qualifications

In order to qualify for the Senior Project Specialist (Webmaster) position, you must meet the minimum qualifications for the grade level to which you are applying. Please Note: Your resume MUST clearly identify the dates that support your experience (month/year) and the number of hours per week worked for each position.

Minimum Qualifications EL/GS-14 includes one-year of specialized experience equivalent to the EL/GS-13 grade level which is in or directly related to the line of work of the position to be filled, and has equipped the applicant with the knowledge, skills, and abilities to perform the duties of the position successfully.

Examples of specialized experience include the following:

  1. Managing the content of an organization's website using Drupal and SharePoint.
  2. Developing and adapting complex content for a website using a variety of written, visual, and video/multi-media formats.
  3. Leading and coordinating large scale changes or transitions to an organization's web presence and social media, such as new content management systems, wholescale redesign of a website, or development of a new or interactive functionality.
  4. Advising senior leadership on best practices in web design and digital communications, including adapting leadership messages and policy priorities for deployment on a website.
  5. Ensuring the website functionality, security, and efficiency of web infrastructure while optimizing loading speeds, fixing website issues, and updating website content.
  6. Addressing user complaints, collaborating with team members, and staying updated on web standards and technologies and delivering functional and user-friendly websites.

Time-In-Grade: Current or Former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the:
  • EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
