At the entry level of this position, you will:

- Review, analyze, and research the Agency’s information assets for response to information requests.

- Make release determinations to grant or deny official requests for information and prepare responses to requesters and Agency management.

- Ensure personal information and data is collected, maintained, used, or disseminated only as authorized by law.

- Develop, implement, and/or distribute written privacy policies and procedures that promote commitment to privacy and access to information.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.  NOTE:  Career ladder promotions are not automatic, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

To qualify for the GS-11 level, you must have one of the following:

  • 1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as researching government information management rules and regulations to make recommendations regarding disclosure of information in response to official requests; applying records management guidance pertaining to retention, disclosure, and destruction of agency records.
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
  • Equivalent combination of education and experience.

To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as making release determinations in response to official requests for disclosure of information; overseeing compliance with records management guidance pertaining to retention, disclosure, and destruction of agency records.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

- Knowledge of the Freedom of Information Act and the Privacy Act.

- Skill in applying government information management laws, regulations, principles and policies.

- Skill in oral communication.

- Skill in written communication.

- Skill in information management through the use of information technology.

- Knowledge of Federal and Agency records management systems, regulations, principles and policies.

- Skill in conducting analyses of legislation and regulations to determine impact on program operations.

- Ability to establish procedures to ensure timely notification of privacy breaches.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
