As a Program Analyst, you'll works under the broad, administrative direction of the supervisor and with wide latitude for the exercise of independent judgment, performs complex, sensitive, high level work characterized by an exceptional degree of difficulty and responsibility within a major organization of the General Services Administration. 

Location of position:  This is a VIRTUAL position within GSA's Office of Mission Assurance.

Help

As a Program Analyst, you will be perform for the following duties:

  • Provides leadership, expert assistance and authoritative advice on interpretation of governing policy in the designated program area. Consults references such as United States Code and the Code of Federal Regulations, Comptroller General and Government Accountability Office (GAO) audit decisions, and other legal precedents available; interprets these legal sources, and develops definitive policy recommendations based on extensive analysis.
  • Serves as a trouble-shooter for program personnel on a diverse range of issues, projects, or concerns requiring an overview of the total agency operation with respect to resolving significant, controversial and/or otherwise highly charged situations.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
  • Expert communications are used in the development and briefing of both presentations and reports.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-14 salary range starts at $122,198 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience researching and analyzing laws, policies and regulations and their implementation by Federal, State, local, tribal and/or territorial governments (FSLTTs).  Experience must include: 

  • Implementing statutory and regulatory authorities under which FSLTTs or private industry programs operate; and
  • Leading the drafting/co-authoring of internal organization regulations, policies and guidance developed for organization-wide programs and supportive programs.i

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered. 

  • Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.

  • Knowledge of administrative field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs

  • Skills in qualitative and quantitative techniques to analyze the effectiveness and efficiency of programs.

  • Skills in effective oral and written communication.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
