Public Buildings It Services (IDP):

The Office of Public Buildings IT Services provides enterprise solutions for GSA’s real estate mission and buildings portfolio. The organization focuses on the delivery of innovative workspace IT programs, services, and solutions. Information technology and project management experts in PB-ITS understand the Public Buildings Service (PBS) real estate business requirements and their federal customers’ unique workspace needs. The Branch advises PBS business lines and its customers on IT tools to support and enhance the government’s business processes for workspaces leveraging innovative technology solutions.

You will be responsible for performing the following duties:

  • Develops and analyzes complex business-oriented reports and processes impacting GSA.
  • Analyzes and assists with defining data requirements and specifications; Designs, normalizes, develops, and implements databases in coordination with other organizations; establishes processes for ETL and API Framework. Transforms and integrates data from disparate sources to single data stream; maintains and monitors the performance of databases.
  • Provides expert technical advice, guidance and recommendations to management and other technical specialists on critical data issues.
  • Prepares and presents briefings to senior management officials on complex or controversial issues.
  • Serves as the data management subject matter expert responsible for analyzing, developing, and recommending the establishment of standards concerning application programming interface (API) and Extract Transform Load (ETL) to be used for the data ecosystem. Assists with the design and development of systems that meet current and future business reporting requirements and applies, extends, enhances, or optimizes the existing architecture.
  • Develops project plans and proposals for presentation to supervisor and senior agency management regarding new systems or major system modifications.
  • Develops plans and schedules, estimates resource requirements, defines milestones and deliverables, monitors activities and evaluates and reports on accomplishments.
  • Administers and provides guidance to major segments of the data management program around databases, data warehousing, and data lake creation.
  • Plays a key role in formulating policies and in developing and in implementing strategies and management guidelines related to data, databases, and analytics

The GS-14 salary range starts at $122,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience planning system integration projects, managing and coordinating the development, execution and maintenance of IT data management for a portfolio of business applications supporting an organizations’ process and functions. Experience includes translating the business data needs into the appropriate technical recommendations for the use of Extract, Transform, Load (ETL), Application Programming Interfaces (API) and microservices that affect areas of current and future operations. Experience also includes leveraging the appropriate data models and assessing the impact of an application modernization on the data layer.
