Summary

This position is located at the Roseburg VA Health Care System (RVAHCS) in the Office of the Director. The purpose of the Equal Employment Opportunity Program Manager is to establish a highly visible position to raise the consciousness and awareness of the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) within RVAHCS, a level 3 medical center.

Duties

Help

Major duties include but are not limited to:

  • Serves as the principal advisor, technical expert and spokesperson in the area of EEO/AE (including Special Emphasis Programs), D&I, ADR, CR external programs, and Reasonable Accommodation (RA) for the Health System Director, service line executives, supervisors and employees.
  • Directs and is responsible for all aspects of the program areas including program development, administration, consultation, evaluation, training, reporting and advisory functions.
  • Assures that all actions, decisions, and plans are in accordance with Human Resources regulatory guidelines by collaborating with the Chief, Human Resources Management.
  • Serves as a technical expert in the areas of program analysis, evaluation, and assessment in the area the Minority Veterans Program (MVP).
  • Reviews new or proposed policies impacting staff and Veterans, procedures and guidelines and makes recommendations to management on the need for changes in existing policies.
  • Develops organizational strategies and plans.
  • Analyzes changes to regulations, policies, etc., for impact on EEO/AE and D&I programs.
  • Identifies potential problem areas and develops proposals for management to reduce or eliminate these problems.
  • Provides management with thorough and conclusive advice on the legal precedents and requirements of the equal employment opportunity program for the agency.
  • Develops methods of measurement that provide a valid assessment of the success of the equal employment opportunity program or related initiatives in accomplished established goals and objectives.
  • Makes changes to facility program requirements to enhance program effectiveness, correct deficiencies and ensure compliance.
  • Develops proposals/plans for broad equal employment opportunity programs and practices with facility-wide impact.
  • Keeps abreast of equal employment opportunity events occurring within and outside of the facility to anticipate the need for initiating action.
  • Performs other related duties.

Qualifications

To qualify for this position, applicants must meet time in grade requirements and specialized experience within 30 days of the closing date of this announcement, 02/20/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, organizes, evaluates and advises on an organization's Equal Employment Opportunity (EEO) program; analyzes and recommends solutions to problems related to the administration and management of an EEO and/or related program; develops and implements affirmative action plans; advises management on specific actions in supporting affirmative action and devising strategies for handling EEO discrimination complaints; and develops new or revised personnel policies, procedures and guidelines. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
