Duties include, but may not be limited to:

  • Provides oversight, from a clinical operations perspective, for the national infrastructure for Quality, Training and Knowledge Management (QTKM).
  • Serves as the national authority on all aspects of the QTKM program and, as such, must be able to define and effectively communicate a clear vision, the associated goals, and a plan to implement and measure progress.
  • Negotiates and coordinates support for complex projects and programs that have impact across the enterprise; fully involved in strategic planning with Telehealth Leadership and Veterans Integrated Service Networks (VISNs) nationally.
  • Collaborates with VA and VHA Program Offices and other staff in the development and implementation of QTKM projects and pilots which are complex in nature. Provides expert project management to assist in defining scope and deliverables, establishing timelines and target dates, and ensuring routine reports and complete documentation about the project/programs are completed.
  • Supports the development and updating of operational guides and training resources for national QTKM portfolio and related policy. influencing culture change, protocols, and/or best practices that helps the field with translating technology innovations into routine service delivery.
  • Supervises and supports the QTKM Team staff and provides support and direction to staff.
Work Schedule: Monday-Friday, 8:00am-4:30pm EST

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience and Certifications - Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Subject matter expert (SME) in telehealth that would be achieved through at least 5 years of direct telehealth-related work experience.
  • Significant experience independently collaborating with programs and/or services across multiple sites and across a continuum of care, taking a collaborative and leadership role in working with all levels of staff in developing and implementing an education and/or quality management program. Experience with implementing quality standards for an organization and/or competency-based training and education courses, modules, resources, tools, products, and services.
  • Exceptional verbal and written skills to facilitate, coordinate, and promote relationships within all levels of VA, professional organizations, certifying bodies, and program directors, as well as foster new relationships with internal and external programs and practice communities through the performance of outreach strategies to support the delivery of high-quality care.
  • National level participation in telehealth committees, work-groups, presentations; significant instruction, coaching, mentoring, and training experience with staff to maximize utilization of healthcare resources through the effective application of knowledge and skill in telehealth and virtual care technologies.
  • Experience in facilitating organizational change required to achieve patient safety improvement and quality management goals, including facilitating resolution of obstacles to achieving these goals.
  • Experience providing performance support for multidisciplinary groups that include but are not limited to Telehealth Leads/Program Managers, physicians, physician assistants, nurse practitioners, registered nurses, lead care coordinators, care coordinators, facility telehealth coordinators, program support staff, and/or telehealth clinical technicians.
  • Experience with preparation and presentation of reports for multiple levels of the organization including facility, VISN and national audiences. Proficient with use of VSSC, CDW, and Power BI.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

Nurse V - Master's degree in nursing or related field with BSN and approximately 4-5 year's of nursing practice/experience; OR a Doctoral degree and approximately 3-4 year's of nursing practice/experience.

Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
