The responsibilities described are for the GS-12 full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.

  • Develops administrative guideline materials, office policies and procedures, and strategic plans to enhance customer support of the various programs administered by OFLC. Actively seeks continuous improvement of all OFLC administrative and support processes. Develops and applies new methods and techniques to solve problems.
  • Handles the communication with persons and/or groups within and outside of an organization or office. Acts as primary liaison with critical persons and groups both inside and outside of the organization exercising full commitment authority.
  • Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high level management. This may involve producing complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews; developing or fostering cross-agency activities.
  • Assist in developing administrative plans, schedules, and standard operating procedures, analyze financial and administrative data generated through a high-volume production operation, develop, and recommend changes in administrative policies, supported, or indicated, including resource requirements; establish and revise administrative procedures; and review and modify administrative support operations, as necessary.
  • Oversees ongoing and special comprehensive assessments of current administrative functions and develops concrete plans designed to address areas of administrative concerns. Ensures that reviews of administrative activities and services are planned and conducted to provide for optimal performance. Presents recommendations to management and other team members on administrative and support matters and effectively and timely implements approved actions. Oversees the identification of any problems and works cooperatively with all parties to arrive at mutually acceptable corrective actions that assure compliance and continuous program improvement.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties:

  • Experience providing advice and counsel on work and administrative matters (e.g. written correspondence, reports);
  • Experience providing support to managers and staff concerning human resources management, financial management, facility management, information technology, and data management.

OR

You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
