As a Ecologist your duties will include but are not limited to the following:

  • Develop refuge specific natural resource species, habitat and inventory and monitoring plans that address local refuge, regional, and national inventory and monitoring objectives.
  • Provide technical assistance to refuges and FWS partners in planning and designing inventory and monitoring protocols, habitat management strategies, and comprehensive studies to address unique site or complex resource specific problems and refuge specific adaptive management needs.
  • Develop partnerships and assist in the development of funding proposals to establish targeted research that addresses refuge science needs and uncertainties and supports refuge natural resource inventory and monitoring to inform natural resource management.
  • Coordinate implementation of biotic and abiotic natural resource survey protocols and technical studies, providing technical guidance, instruction, and assistance in use and maintenance of specialized monitoring equipment and procedures associated with complex scientific protocols.
  • Compile and manage coordinated data from multiple sites and organizations, assessing data value and conducting data quality control and assurance measures appropriate to the specific and varied data sets and preparing data appropriately for analysis.
  • Conduct data analysis to test hypotheses and identify statistically significant trends, quantitatively describe resource condition, and model environmental responses to current and predicted management actions or resource threats.

Qualifications

Only experience and education obtained by 02/23/2024 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. NOTE: Transcripts required.
OR
A combination of education and experience: Courses equivalent to a major or at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences, PLUS appropriate experience, or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. Minimum Qualification [GS-11]
A. I have one full year of specialized experience, equivalent to at least the GS-09 grade level in the Federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include: 1) assist in compiling, analyzing, and interpreting of ecological or hydrological data using current and appropriate statistical and modeling techniques; 2) conducting field evaluations and status surveys for both listed and candidate species; 3) developing sampling designs for ecological survey and monitoring efforts; 4) preparing biological assessments, technical reports, and publications. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
OR
B. I have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a discipline directly related to the position. NOTE: Transcripts required.
OR
C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters or equivalent) is creditable using this method. NOTE: Transcripts required and Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

Annual Salary/Duty Stations: The duty station for this position will be located in the Southeast Region which includes the States of Kentucky, Tennessee, Alabama, Arkansas. The salary will be based upon duty station and locality pay once selected. Locality tables may be found at General Schedule (opm.gov). Please Note: If selected, you may be placed at a regional office, field office, current duty station, or other DOI-owned or leased worksite at the discretion of management. Additional questions regarding placement should be reserved for the interview process.

PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6.   • Knowledge of a wide range of ecological, biological, or botanical theories, principles, and methods for conducting surveys, monitoring sensitive species, evaluating impacts to, assessing the status of, and conserving fish, wildlife and plant species.
  • Knowledge of inventory and monitoring methodologies spanning diverse fauna, flora and aquatic systems.
  • Skill in statistical methods sufficient to develop sampling designs based on the theories, principles and concepts of wildlife biology, biometrics and statistics.
  • Knowledge of the investigative and analytical methods sufficient to develop, implement, and evaluate ecosystem management studies.
  • Ability to work cooperatively with others to achieve conservation goals and objectives.
