Summary

As a Sustainability Advisor, you will develop and manage GSA's national programs to track and reduce upstream Scope 3 greenhouse gas emissions, as defined by the GHG Protocol; implement climate risk management; and/or execute sustainable buildings.

This is a remote position located in the Office of Government-wide Policy, Office of Federal High-Performance Green Buildings.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

The Office of Federal High-Performance Green Buildings (OFHPGB) supports GSA’s Chief Sustainability Officer to plan, manage, and implement sustainability and climate-related projects applicable to GSA’s government-wide acquisition and real estate missions. Sustainability Advisors within OFHPGB concentrate on one or more specialized technical areas, including Scope 3 greenhouse gas emissions and supplier management; integration of climate science into physical site protections and organizational risk management strategy; and tracking and fostering sustainable building technologies and energy conservation projects to improve energy efficiency and reduce emissions.

  • Develop and manage a national-level, federal-government-wide program to calculate, disclose, and reduce agencies’ Scope 3 greenhouse gas (GHG) emissions (e.g. emissions from supply chain, procurement, leasing, travel, commuting, and other sources not directly controlled by federal agencies), including developing and managing national low-carbon supplier management and acquisition programs applicable to entire federal government.
  • Plan and execute GSA’s green and sustainable buildings programs, including tracking and fostering innovative technologies with an emphasis on sustainable design, decarbonization, grid integration, human health, and adaptation to climate change.
  • Develop and implement GSA’s organizational climate risk management strategy, focusing on long-term physical risks to assets, integration of climate science into existing risk management processes, use of climate variability energy modeling, and design of climate robust and resilient buildings.
  • Review, analyze, develop, and apply legislation, regulations, policies, procedures, technical guidance documents and protocols to sustainability programs.
  • Represent GSA and OGP in agency-wide and interagency working groups, providing expert sustainability advice to all Federal agencies, as well as internal GSA regions and business lines that execute sustainability initiatives and offerings to meet customer and stakeholder requirements.

The GS-14 salary range starts at $122,198per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience leading national-level programs for an entire agency or organization in one or more of the following areas:

1.Developing and managing a national-level or organization-wide program to analyze and minimize Scope 3 greenhouse gas emissions
(e.g. emissions from supply chain, procurement, leasing, travel, commuting, and other sources not directly controlled by the
organization).
2. Planning and executing green programs, including developing technology to track sustainability efforts (e.g. sustainable design,
decarbonization, grid integration, human health, or adaptation to climate change).
3. Developing and implementing an organization’s climate risk management strategy, program or initiative (e.g. physical risks to assets,
risk management processes, use of climate variability energy modeling, and design of climate robust and resilient buildings).

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Skill in developing and directing innovative acquisition policies, contracting strategies, and/or supplier management programs in order to reduce environmental impact of acquisitions of products and services.
  • Knowledge in the effects of climate change and greenhouse gas production; measurement and benchmarking of organization performance; sustainability research; climate change science; sustainability performance measurement and the effects of sustainable practices on human performance; or sustainability in the operations and maintenance of organizations, and federal regulations.
  • Knowledge in the effects of climate change and greenhouse gas production; measurement and benchmarking of organization performance; sustainability research; climate change science; sustainability performance measurement and the effects of sustainable practices on human performance; or sustainability in the operations and maintenance of organizations, and federal regulations.
  • Knowledge of sustainable design to plan and manage or review and recommend to top management approval of innovations (systems, operating positions, management philosophies) impacting critical agency systems or programs, which are used to address uncertainties involving the legislation, authorities and future of the agency program(s).
  • Ability to provide sound and authoritative technical recommendations and guidance on all issues related to sustainability.
  • Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.
