Duties

Help

The Director for Permitting Planning and Policy reports to the Deputy Executive Director as an innovative leader to advance permitting excellence across the permitting community.

Duties performed:

  • Applying expert knowledge of the Federal permitting policies and processes, including FAST-41, and program management to lead agency programs and initiatives that support the mission and strategic vision of the Permitting Council.
  • Managing multiple programs including development and timely execution of goals, plans and timelines, and budgets.
  • Leveraging proficiency in permitting policies, processes, and infrastructure sector development to evaluate opportunities for improvement and develop strategies for implementing permitting efficiencies.
  • Serving as the agency's expert resource for permitting excellence.
  • Advising and assisting in the development and implementation of various FAST-41 programs and deliverables.

Qualifications

Specialized Experience:

GS-15: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Supporting the development and implementation of FAST-41 programs and deliverables;
  • Reviewing environmental regulations and policies to develop, manage and/or direct programs;
  • Managing multiple components of reporting (ex: strategic approach, data analysis, content development, stakeholder input and/or clearance and publication; and
  • Providing direct supervision to staff to ensure fair treatment, career development, and/or full utilization of employee's skills.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
