Summary

As a Supervisory Project Manager (Deputy Director), you will serve as the Deputy Director in the Project Delivery Division, Public Buildings Service, Southeast Sunbelt Region.

Location of position: Region 4, PBS, Project Delivery Division, Atlanta, GA, or any Region 4 Field Office location (AL, FL, GA, KY, MS, NC, SC, TN).

Help

This position can be filled at any GSA duty location in the Southeast Sunbelt Region (R4) to include any Region 4 Field Office location (AL, FL, GA, KY, MS, NC, SC, TN). The incumbent will be expected to report to a GSA facility in the Southeast Sunbelt Region at least 2x per pay period

  • Serves as Deputy Director, Project Delivery Division, on matters relating to the management, construction, design, lease construction, development, and related requirements of Public Buildings Service within the Region.
  • Participates with the Division in planning, directing and coordinating project delivery programming, including the execution of project management, project transaction management, and related business, analytical and administrative activities. Work efforts managed involve the planning, development, design, execution and construction of new federal buildings, tenant improvements to leased facilities, major repair and alteration of federal buildings, client funded design and construction, as well as general related maintenance, preservation and improvement of government buildings and leased space.
  • Makes decisions and performs work within the framework of agency policy and overall program objectives as prescribed by the Director.
  • Serves as the principal advisor to the Director on a wide range of complex programs and technical matters. Participates fully with the supervisor in managing the Project Delivery programs and functions, including directing, coordinating and managing the functions of staff, through subordinate supervisors.
  • Responsibilities include oversight and full participation in all matters relating to program management, project management and coordination, project tracking and status, performance measurement, program metrics, program analytics, construction activities, technical services, design and construction developments, and commissioning and project management data supporting the PBS Region. Reviews regional operations to determine the need for financial and administrative management support and overall management assistance.
  • Responsible for establishing and maintaining sound position management within the organization by reviewing reorganization plans and other significant changes in position structure. Develops and directs the analysis and evaluation of regional programs and activities in terms of operational procedures, organization and work flow and overall effectiveness.
  • Provides advice and consultation to Branch Chiefs on priorities, and/or project schedules to maintain or restore proper balance to their activities; resolves technical and administrative conflicts which may arise among principal organizational components.
  • Manages and directs, with the assistance of subordinate staff, the pre-planning, planning, development, designing, construction, and completion to occupancy of assigned projects.
  • Manages time and cost, and makes technical and business management decisions for successful completion of the total project effort.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Undergo and pass a background investigation (Tier 4 investigation level).

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-14 salary range starts at $122,198 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience supervising or managing a branch, section or organization that includes strategic planning, operations management, business development, and/or service delivery. Experience should include managing multiple programs and projects, financial management, acquisition planning, real estate, repair or alterations of space, architectural and construction design of buildings or complexes.

  • Directs a program segment that performs technical, administrative, or professional work in the execution and management of the regional capital development program. The program segment and work directed typically covers the Southeast Sunbelt Region.
  • Determines goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plans for long range staffing needs, including such matters as whether to contract out work.
