Summary

As a Property Disposal Specialist (Utilization/Donation), the incumbent will work with the GSA personal property utilization and disposal programs, and help to track and expedite the flow of excess/surplus and exchange/sale property throughout the utilization/donation and/or sales process.

Duties

Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Due to business requirements of the position, the selectee must reside within a 50 mile radius of New York or New Jersey. The duty station will be determined upon selection and will be located within the geographic area described. This position requires you to reside within one of those areas as the job requires traveling to and working at customers sites on a regular basis.

The Personal Property Center (PPC) Branch is also responsible for performing a variety of utilization and donation functions. They serve as an excellent alternative for federal agencies facing property disposal dilemmas. The PPC acts as a repository for deliveries of unneeded property (mostly office furniture and office equipment) from federal agencies that are looking for green disposal solutions.

You will be responsible for the following duties, including but not limited to:

  • Provides technical advice in the application of property disposal laws, regulations, practices, and developments. Advises federal and state officials regarding utilization, donation, and disposal laws and regulations. Analyzes federal and state
    donation programs for policy compliance. Assesses critical problems and provides recommendations/resolutions to conflicts within property program objectives.
  • Performs all phases of activities involving the transfer, donation, and sale of government personal property within a designated geographical area. Recommends whether Federal property should be reutilized as excess, made available as surplus, released for donation or sales consideration, and/or abandoned or destroyed.
  • Completes arrangements for transfers of property between federal agencies and transfers of property to states for donation purposes. Coordinates and supports sales of personal exchange/sale property or surplus property in
    accordance with applicable laws. Screens reports of excess personal property and makes reported items available for further utilization by federal agencies. Examines non-reportable property to identify portions possessing practical utilization potential. Notifies Federal agencies in advance of impending excess property. Arranges and facilitates the evaluation of excess/surplus property for interested Federal representatives.
  • Prepares reports and conducts training on all facets of the personal property program. Examines reported property to verify condition, quantity and availability. Determines that the condition coding,
    the description of the property and the quantity reflected on the agency reports of excess are accurate and consistent with the physical property. Arranges for the elimination from reporting lists of property which does not meet reporting criteria and is not suitable for utilization.

Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Have a valid driver's license

To qualify for the GS-11 you must possess one of the following:

To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is defined as experience performing property disposal work for excess and surplus personal property using principals and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing; abandonment & destruction.

OR

A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

  • Knowledge of the various Federal statutes, regulations, directives, orders, and decisions issued by Government Accountability Office (GAO) and GSA relating to property management and disposal activities.
  • Ability to identify and resolve a variety of property disposal problems and issues.
  • Knowledge in all commodity groups to determine the best possible primary and secondary usage of property.
  • Ability to write clear and concise reports and be able to express verbally the ideas and concepts of the utilization and donation programs.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
