Summary

Serves as an Equal Employment Opportunity Specialist in the Equal Employment Opportunity (EEO) Office, Executive Office of the Commissioner, United States Section, International Boundary and Water Commission (USIBWC). Performs work primarily in support of Special Emphasis, Diversity, Equity, Inclusion and Accessibility (DEIA) Programs, administers the Agency's EEO complaint program, advises agency managers and employees on EEO and DEIA matters, and conducts EEO related training.

Duties

Help

  • Assists the Equal Employment Opportunity (EEO) Director with Programs such as Reasonable Accommodation and Employee Complaints.
  • Plans, implements, and serves as advisor on all Special Emphasis Diversity, Equity, Inclusion, and Accessibility (DEIA) programs.
  • Delivers EEO and DEIA training to USIBWC managers and employees.
  • Assists with the development or update of the USIBWC EEO and DEIA program directives.
  • Promotes EEO objectives of the USIBWC and ensures fairness and equity in all personnel actions.
  • Provides information on discriminatory and non-discriminatory issues and explains procedures for, and assists with, filing of complaints.
  • Assists with the development of the USIBWC annual Management Directive (MD-715) Report and performance assessment.

Minimum Qualification Requirement
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Grade Differential: Allgrade levels perform a wide range of tasks similar to those described in the listing of Duties. At the GG-11 grade level the employee will be assigned work to further develop and refine their technical knowledge and skills. Assignments will combine productive work with ongoing training and instruction. Supervision received at the lower grade level (GG-11) will be closer with oversight and review being provided on a regular basis.

To qualify at the GG-11 grade level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-09 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provided you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: researching, gathering facts, analyzing data, and drawing conclusions; assisting with the planning and implementation of Special Emphasis Diversity, Equity, Inclusion, and Accessibility (DEIA) programs; analyzing and interpreting data gathered from personnel systems; identifying DEIA problems and advising federal managers on appropriate courses of action; advising managers on sensitive equal employment opportunity (EEO) issues; providing information on discriminatory and non-discriminatory issues and explaining procedures for, and assisting with, filing of complaints; conducting Federal EEO and DEIA training for managers and employees; utilizing software programs and databases to extract statistics and provide analyses; providing written communication to convey sensitive information and guidance; fostering and maintaining positive working relationships and dealing effectively with people of diverse backgrounds; and operating a motor vehicle such as a sedan or pick-up truck. For this position, there is no substitution of education for experience.

To qualify at the GG-12 grade level of this position, you must have: at least one year of specialized experience, equivalent to the GG/GS-11 grade level or equivalent pay band in the Federal service or equivalent experience in the private or public sector, which provide you with the knowledge, skills, and abilities to perform the duties of this position. Examples of Specialized experience: researching, gathering facts, analyzing data, and drawing conclusions to conduct Federal workforce statistical analyses; planning and implementing Special Emphasis Diversity, Equity, Inclusion, and Accessibility (DEIA) programs; analyzing and interpreting data gathered from personnel systems; identifying DEIA problems and advising federal managers on appropriate courses of action; developing or updating federal Equal Employment Opportunity (EEO) and DEIA directives; advising managers on broad, complex, and sensitive equal employment opportunity issues, barriers, and negative trends; providing information on discriminatory and non-discriminatory issues and explaining procedures for, and assisting with, filing of complaints; conducting Federal EEO and DEIA training for managers and employees; utilizing software programs and databases to extract statistics and provide analyses; providing written communication to convey sensitive information, comprehensive advice and guidance; fostering and maintaining positive working relationships and dealing effectively with people of diverse backgrounds; and operating a motor vehicle such as a sedan or pick-up truck. Time in Grade (TIG): Current and former federal employees must have a minimum of 52 weeks at the next lower grade level in the federal GG/GS pay system or equivalent pay band in the Federal service to be eligible under Merit Promotion procedures.
