Summary

This position is located in the Agricultural Research Service (ARS), National Agricultural Library (NAL). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will be part of the data curation team for scientific research data. You will create, manage, and enhance metadata to organize and provide access to the library's data repositories and provide outreach for data management services.

Duties

Help
  • Create, manage, and enhance metadata to organize and provide access to USDA-funded scientific research data.
  • Coordinate acquisition, description, cataloging, and loading workflows for digital media.
  • Support the development of automated systems for technical processing in the area of metadata and/or bibliographic control.
  • Develop new and revised methods, techniques, and procedures for dealing with a wide array of cataloging workflow, library system usage and data flows that do not lend themselves to traditional approaches.
  • Implement and test automated systems to aid staff in performing metadata and/or bibliographic control functions.
  • Provide internal and external training on library software applications and platforms including integrated library systems, digital asset management repositories, indexing tools, and/or semantic web tools.
  • Lead education and outreach activities for internal staff and external stakeholder groups related to technical services and software applications to support acquisition, ingest, metadata creation, conversion, and access.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Basic Requirement
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with technical library services for bibliographic or scientific metadata; using software applications for cataloging digital media; and managing metadata to organize and provide access to library digitized collections.
OR
Education: Successful completion of 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. Related degrees include information management, information science, library and information science, computational science and informatics, and data science.
OR
A combination of graduate education and experience as described above.

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience creating and managing bibliometric, scientific, or cultural heritage metadata; utilizing new methods or techniques of cataloging library workflows and data; and providing guidance on metadata standards.
OR
Education: Successful completion of 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. Related degrees include information management, information science, library and information science, computational science and informatics, and data science.
OR
A combination of education and experience as described above

GS-12
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating library technical services for bibliographic, scientific, and cultural heritage metadata; directing and coordinating acquisitions, descriptions, cataloging for digital media; evaluating library workflows and software applications; and providing metadata consultation services for project teams.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
