Duties

Help
  • You will advise employees, senior leaders and supervisors on the technical and procedural aspects of the complaints program.
  • You will document results of discrimination cases.
  • You will serve as the EEO Counselor on all informal complaints.
  • You will serve as a neutral party, provides an aggrieved individual with his/her rights and responsibilities under the equal employment laws.
  • You will implement procedures for processing formal and informal individual and class complaints of discrimination and reprisal.
  • You will serve as the Reasonable Accommodation Coordinator on all RA issues.
  • You will promote the EEO program and reference materials.
  • You will prepare reports on the status of complaints and outcome of attempted adjustments.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-11 POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Counseling and advising applicants and civilian employees concerning discrimination issues; 2) Advising managers and employees on complaints, rights, and procedures; 3) Investigating and negotiating to effect resolution of complaint, 4) Processing informal and formal complaints, IRD investigations and EEOC hearings; and 5) Developing, implementing, and administering plans of action of the EEO program.


GS-09 POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising applicants and civilian employees concerning discrimination issues; 2) Assisting with processing informal and formal complaints, IRD investigations and EEOC hearings; 3) Developing and maintaining reports from Defense Civilian Personnel Data System (DCPDS); 4) Reviewing records to ensure they are complete before forwarding for formal processing; and 5) Researching Federal EEO laws and regulations and advising management on their application to NAVFAC policies and procedures.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

GS-11 POSITION:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

OR

GS-09 POSITION:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree
