Duties

  • Provides expert guidance and assistance in the management of complex projects, studies, and action items related to program operations, keeping the Director informed of critical developments.
  • Takes calculated risks to further program objectives and achieve measurable agency-wide actions toward diversity, equity, inclusion and accessibility.
  • Analyzes program performance facts and data to draw conclusions and provide recommendations.
  • Reviews for approval strategies, processes, and resources for improving organizational performance or business process efforts, taking into consideration the potential contribution of new and emerging technologies.
  • Represents the Agency in presenting, discussing, and developing operations programs, policies, and objectives, resolving misunderstandings or obtaining clarification of regulations and directives.
  • Leads formulation of plans, policies, objectives, and standards ensuring program and technical directives are consistent with governing laws, regulations, and policy as they relate to operations.
  • Ensures program management plans, reports, and reviews are developed, coordinated, and distributed in a timely manner and to a quality standard.
  • Advises senior level leadership on issues involving the relationship of the functions in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance, and technical competence.
  • Serves as immediate supervisor of a highly complex program and employees involving the development of major aspects of key agency and programs with national significance.
  • Establishes guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance management system.
  • Assures that subordinates are trained and fully comply with the provision of the safety regulations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position specialized experience is experience 1) Serving as a supervisor or team lead on diversity and inclusion programs; 2) Providing advice to agency leaders on policies and procedures regarding diversity and inclusion; and 3) Developing and promoting agency goals on diversity and inclusion programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education requirement at the GS-15 grade level.
