Duties

Help
  • Collects, compiles, analyzes, evaluates, and reports progress of agency programs by identifying areas needing improvement or increased emphasis.
  • Analyzes and interprets program related regulations, prospective legislation and decisions of regulatory Agencies, to develop Command policies, guidelines and procedures.
  • Develops the agency's Affirmative Action Plan and portions of the agency affirmative employment plans, monitors progress in achieving goals and objectives of the plan, and evaluates results.
  • Responsible for developing local guidance, directives, and implementation procedures relating to Individual with Disabilities (IWD) Programs for approval by the Affirmative Employment and Compliance Program Manager.
  • Provides advice to agency managers and key staff officials on the long- and short-range goals of the agency's Individuals with Disabilities Program.
  • Conducts studies, surveys, or questionnaires as needed to identify problems or barriers to equal employment opportunity.
  • Advises the agency director, agency managers at all levels, and key agency staff officials concerning employment policies and practices that affect equal employment opportunity for disabled employees.
  • Provides guidance and assistance to the agency EEO managers, specialists, counselors, employees, managers and supervisors.

Qualifications

To qualify for an Equal Employment Specialist, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Applying Equal Employment laws and guidelines.
  • Developing and managing the Individual with Disabilities Program (IWD) which includes setting program goals, planning short and long term objectives and evaluating the progress of the program.
  • Building agency demographic reports and statistical profiles.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
