Summary

As a Program Analyst, you will serve as a senior technical program analyst, advisor, and expert consultant to top management officials at the Office of Information Technology Category (ITC) on technology lifecycles for government organizations.


Location of position: Federal Acquisition Service, Office of ITC, Office of Enterprise Technology Solutions, Technical Account Management Division (Virtual).

Duties

Help

You will be responsible for developing and managing a process to inform agency engagement strategies from a variety of stakeholder perspectives such as the CIO, CTO, program and acquisition leadership. You will also identify and make recommendations on incorporating emerging technologies such as quantum computing, AI, and next generation networking and infrastructure into ITC products and services. And you will track technology maturity, policies and legislation impacting telecommunications and related IT infrastructure services. To accomplish these major duties, you will engage in combinations of the following to meet leadership and program needs.

  • Develops long range plans and recommendations as to the best methods to adapt or adjust business practices, contracts, and services in accordance with new laws, regulations, executive orders and policies while continuing to meet organizational goals, objectives and to adapt to changing needs based on knowledge of known and projected program or organizational requirements.
  • Performs special assignments as directed, which may involve any phase of program analysis and evaluation and which frequently overlap into other related functional disciplines.
  • Provides leadership, expert technical knowledge, and authoritative advice on interpretation of governing policy in acquisition and information technology. This includes but is not limited to telecommunications and related industries as well as ancillary services provided by and through telecommunications providers such as cloud services, infrastructure, IT security, and other means by which technology is delivered, managed and maintained by government IT leaders.
  • Serves as a liaison to high-ranking program personnel to convey information regarding program activities, policies, and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed.
  • Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in terms of current and/or future programs.
  • Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues. Solutions to unique operating problems may require the incumbent to study methodologies and practices employed by other federal institutions or private sector companies.
  • Works with other recognized technical experts within FAS/ITC to develop a coordinated approach to unique problems or areas in which GSA/FAS/ITC, other federal agencies or the private sector have previously not been involved or concerned.
  • Participates in studies of national significance or of outstanding importance to the program area such as impacts of new technologies on the marketplace that change the competitive landscape and how executive orders and proposed legislation might impact federal technology contracts and buying practices.

The GS-14 salary will be determined based on duty location after selection.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; overseeing workforce and other related studies, coordinating and analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met; performing business planning and evaluation of an organization by establishing, maintaining and improving internal controls and administrative procedures and systems, including the acquisition/contracts and financial operations of an organization.

  • Mastery of program analysis, management and evaluation methodologies, including the theories and research principles necessary to perform broad, far-reaching studies impacting national portfolio management and management program matters that integrate customer needs and requirements, business assessments, and business information processes and protocols.
