Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in the specialty of Operations. Applies advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Ensures effective managerial work quality across all organizations, while maintaining team and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and setting front line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensures subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Holds others accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational team. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Holds subordinates accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness. Sets and maintains expectations for integrating stakeholder feedback into services provided.

Works as a member of a leadership team and contributes to problem-solving beyond own function. Builds and maintains an effective team and ensures they are working together and beyond boundaries, exemplified by shared decision-making, commitment to sharing all relevant information, and considering input from all relevant stakeholders as necessary to create expected results. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Effectively aligns with other managers on organizational initiatives, strategies, and goals; testing for alignment with overarching business needs and ensures the team maintains shared accountability to commitments and agreements.

Qualifications

Minimum Eligibility Requirements For All Positions:

General Requirements for All Positions:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  1. Possess a valid second – class medical certificate in accordance with FAA regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

When the predominant work involves air carrier operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.

  1. At least 1 year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight;
  2. Not more than 2 flying accidents during the last 5 years in which the applicant's pilot error was involved;
  3. Professional flying skill as demonstrated in a simulator check to Airline Transport Pilot Standard.
  4. Minimum 100 flight hours during the last 3 years;
  5. Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating (Department of Navy positions require pilot experience as demonstrated by previous ATP level performance in large multi-engine airplanes and helicopters);
  6. Possession of a valid second-class FAA medical certificate (For positions within the Department of Navy, applicants must also be physically qualified to ride as an observer aboard squadron aircraft. In addition, must also meet physical requirements to travel and lift heavy objects while performing mishap investigations); and
  7. Minimum 1,500 total flight hours.

When the predominant work involves general aviation operations, applicants for Aviation Safety Inspector (Operations) positions must meet all of the following requirements.

  1. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft.
  2. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating;
  3. Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  4. Minimum of 100 flight hours within the last 3 years.
  5. Minimum of 1,500 total flight hours.
  6. Possession of single and multi-engine land airplane ratings.
  7. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved.
  8. Possession of a valid second-class FAA medical certificate.

When the predominant work involves rotorcraft-helicopter, applicants for Aviation Safety Inspector (Rotorcraft-Helicopter) positions must meet all of the following requirements.

1. Minimum 100 flight hours in Rotorcraft-Helicopter in the last three years.

2. Commercial Helicopter Pilot Rating with Instrument or Airline Transport Pilot with Helicopter Rating.

3. Flight Instructor Certificate Rotorcraft-Helicopter, Flight Instructor Instrument Helicopter Rating.

4. 1,200 hours of total time requirements (1,000 in actual flight conditions, 250 hours of night flight in which 15 hours are in a helicopter).

5. Flight time requirement in helicopters of 250 hours, which includes at least 75 hours as a pilot-in-command or as a second-in-command performing duties of a pilot-in-command under the supervision of a pilot-in-command or any combination thereof.

6. Cross-country flight time requirement of 500 hours.

7. Instrument flight time requirement of 75 hours in actual or simulated instrument meteorological conditions, of which at least 50 hours are obtained in flight with at least 25 hours in helicopters as pilot-in-command, or as second-in-command performing the duties of a pilot-in-command under the supervision of a pilot-in-command or any combination thereof.

Note - Recency of experience is waived for applicants currently in the 1825 series.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes extensive participation in certification, inspection, and surveillance as it relates to Air Carrier or General Aviation Operations or Rotorcraft. Skill in applying laws and regulations to inspection, investigation and enforcement, and/or compliance work. Providing expert technical advice, guidance, and recommendations to agency management and other senior agents, officers, or inspectors on critical operations. Experience in developing, delivering and overseeing delivery of complex subjects to a wide range of internal or external audiences. Advanced knowledge of budget, human resource and other administrative policies and procedures. Identifying problem areas. Developing and recommending new policies and procedures for resolution. Managerial and leadership skills. Effective communication with a variety of individuals and groups. Building and maintaining effective teams.

Extensive knowledge of 14 CFR Part 60 and applicable FAA policies. Strong policy writing background. Focused experience with creating or revising of FAA Order 8900.1, Advisory Circulars and Notices.
