Duties

The incumbent of this Administrative Officer position serves as the Deputy Assistant Inspector General for Administration (DAIGA) and acts as the ‘alter-ego’ to the Assistant Inspector General for Administration (AIG for Administration) in the leadership and direction of programs relating to financial management, contracting, facilities and property management, human resources management, and information technology. The incumbent is responsible for carrying out a variety of important assignments in connection with the management and activities of the Office of Administration (OA). In concert with the AIG for Administration, oversees and provides direction in program areas related to financial management, contracting, facilities and property management, human resources management, records management, and information technology. Provides program oversight to administrative supervisors and program leads typically at the GS-14 or GS-15 levels.

  • Provides expert professional advice and assistance to OIG components and Agency organizations. Serves as a key executive representative of the OIG with internal and external organizations and is responsible for coordinating major programs and services with other units and components. Engages in program discussions with agency heads, career executives, contractors, and professional groups. Establishes and maintains working relationships with other program areas and staff support functions, both internal and external to the OIG organization.
  • Provides for the acquisition and administration of financial and material resources in support of the functions, programs and services performed in the OIG. Directs the management and planning of the budgetary process including, preparing, justifying, operating and allocating financial and material resources. Provides guidance on issues relating to contracting and facilities management to ensure all rules and regulations are enforced and that activities are completed on schedule.
  • Ensures the proper management and utilization of the human resources program including an expeditious recruitment and hiring program that seeks to attract the most qualified employees for the agency.
  • Ensures an effective information technology program that addresses changing technologies and ensures a secure working environment. The information technology program also provides constant customer outreach and service.
  • Serves as the selecting official for subordinate supervisory positions. Exercise final authority for the full range of personnel actions and organization design proposals recommended by subordinate supervisors.
  • When appropriate, resolves employee grievances and the full gamut of supervisory responsibilities.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

Qualifications

The GS-15 salary range starts at $163,964 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience that involves directing, supervising, planning or coordinating a variety of administrative functions supporting national or headquarters level programs in at least two of the following disciplines:

  • Financial Management and Budget
  • Contracting
  • Facilities Operations
  • Human Resources Operations
  • Information Technology
  • Records Management

  1. Ability to oversee the execution of a variety of complex administrative programs that affect all of the OIG
  2. Skill in setting priorities, assigning and evaluating work; serving as a selection official; providing recognition and awards; managing internal controls for time and attendance; and resolving employee complaints.
  3. Ability to provide consultation and advice to senior leaders on major administrative projects e.g., relocation of offices and building upgrades, implementation/upgrades of new/existing IT services, and implementation of updated HR policies and procedures.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
