Summary

Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Utah, Montana, Wyoming, Colorado, North Dakota, South Dakota, Nebraska, Iowa, Kansas, Missouri, Oklahoma, Texas, Arkansas, Louisiana and New Mexico. The duty station will be determined upon selection and will be located within the geographic area described. 

The Personal Property Operations Division is also responsible for performing a variety of utilization and donation functions. They serve as an excellent alternative for federal agencies facing property disposal dilemmas. The branch acts as a repository for deliveries of unneeded property (mostly office furniture and office equipment) from federal agencies that are looking for green disposal solutions.

You will be responsible for the following duties, including but not limited to:

  • Analyzes new or revised legislation and policy recommendations for application to interagency property disposal programs. Coordinates program areas and offices to determine the impact of the changes. Provides policy interpretation for resolving widespread property disposal problems and promoting the nationwide use of excess property among agencies.

  • Manages the transfer of useable, reportable personal property between Federal agencies within the Zone. Coordinates and executes the transfer of surplus personal property within the Zone to authorized donees, including establishing schedules to ensure fair screening privileges for all donees.

  • Analyzes a wide variety of Federal, State, and/or donee programs for problems and policy compliance. Ensures property is adequately and efficiently accounted for, described, used, and made available to other organizations.

  • Determines the eligibility of organizations desiring to participate in the donation program, and assists Senior Property Specialist to conduct reviews of state agencies to evaluate program performance and compliance with established regulations.

  • Maintains liaison with bidders, business communities, agency officials, state and local government representatives, and others to determine reactions to sales, problems encountered, solutions developed; recommends changes to existing procedures. Analyzes statistical data for individual sales reports and summary program reports.

The GS-11 salary range starts at $69,107 per year.  

To qualify for the GS-11 you must possess one of the following:

To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service. Specialized experience is defined as experience performing property disposal work for excess and surplus personal property using principles and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing.

OR

A Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

OR

Combination of Education and Experience:  A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

The GS-12 salary range starts at $82,830 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience performing complex property disposal work for excess and surplus personal property using principals and concepts associated with all of the following disposal functions: utilization, donation, and marketing.

Bargaining Unit status:  This position is eligible for the bargaining unit.

  • Knowledge of the various Federal statutes, regulations, directives, orders and decisions relating to property management and disposal activities.
  • Knowledge of various aspects of the Utilization and Donation Program, including familiarity with importance of condition codes; adequate property descriptions; policies, procedures and regulations of state or federal agencies.
  • Knowledge in all commodity groups to determine the best possible primary and secondary usage of property.
  • Ability to write clear and concise reports and express verbally the ideas and concepts of the utilization and donation programs.
  • Knowledge of the Personal Property Management System (PPMS) automated excess property inventory system to track and/ or dispose of excess property.
