As an Evaluation Specialist/Senior Evaluation Specialist with CEO's Worker Protection & Enforcement, Evaluation Research team, the incumbent will oversee a number of projects in CEO's research and evaluation portfolio and work with senior officials across DOL agencies and federal government to support their learning goals. The work may include designing, procuring and managing research contracts and grants, supporting a DOL agency's entire research portfolio and strategy, and/or leading DOL-wide capacity-building efforts, such as professional trainings and events. Ideal candidates for CEO's research and evaluation teams will have topical expertise in labor-related research or programs, as well as advanced academic training in research methods, including experimental, quasi-experimental and mixed methods approaches. Candidates do not need a Ph.D. in Economics to apply, however applicants must meet the academic and specialized experience requirements outlined in the Qualifications section, below.

Majo Duties:
-Plan, manage, and contribute to the accomplishment of significant economic research programs, policies, or special studies. Interpreting relationships and incorporating economic factors that cut across all sectors of the economy.
- Uses professional economic knowledge and expertise to drive innovation and problem resolution to unique economic problems tied to the mission of the agency but also to empower creativity in the expansion of economic research in the agency's specific area of focus.
- Oversees analyses that are concerned with new initiatives and innovations in economic analysis, theory, concepts, and analytic techniques and methods development as applied to a particular area of economic activity.
--Manages project teams that engage in the economic analysis of major planning or program and policy issues related to the agency's specific area of focus. This includes, but is not limited to, determining the requirements of assignments; planning the scope and approach to be taken; furnishing guidance as to policies, interpretation, and conclusions of data; analyzing factors and conditions affecting project evaluation; and formulating conclusions and recommendations for consideration by senior officials in establishing policy and making decisions.

Qualifications

THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

or

  1. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

  1. economic statistics;
  2. industrial surveys;
  3. management of individual business enterprises, including farms;
  4. industrial planning;
  5. writing or editorial work in economic subjects; and
  6. financial market analysis.

Applicants for the GS-14
level must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Applicants must clearly demonstrate in their CV/resume expertise through academic training or experience working independently in a range of rigorous program evaluation methodologies and related research project management capabilities:
· For example: experimental randomized control trials, quasi-experimental methods; survey methods such as instrument design and testing and statistical approaches to sampling; and/or other inferential statistical analysis techniques and experience using one or more of the major statistical software packages (e.g., SPSS, SAS, STATA, R).
· For example, the applicant CV/resume should also demonstrate experience related to conducting evaluations OR managing research contracts using rigorous methods in labor, health, social support or education-related programs, such as those funded or implemented by the Department of Labor's Employment and Training Administration or Department of Labor worker protection and enforcement agencies.

Applicants for the GS-13 level must have 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service. Qualifying specialized experience is experience or education that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Applicants must clearly demonstrate in their CV/resume academic training or experience in a range of rigorous program evaluation methodologies and related capabilities, including:
· Experience assisting the development of complex statistical models for economic analyses;
· Experience in data analytics software such as SAS, Stata, R, Python, or similar.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
