  • This position requires a doctor's degree in Medicine, Osteopathic Medicine, or equivalent that is recognized by an accrediting body recognized by the U.S. Department of Education at the time the degree was granted. This degree must have been accredited by the Liaison Committee on Medical Education (LCME); Association of American Medical Colleges; the Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was granted.
  • The incumbent must also possess a current, active, full, and unrestricted license as a physician from a state, the District of Columbia, the Commonwealth of Puerto Rico, or another territory of the United States.
Graduate Training: The position requires satisfactory completion of graduate medical education (a "residency") in Internal Medicine and a fellowship in Pulmonary Medicine or Pulmonary Medicine/Critical Care. For purposes of this standard, graduate training programs include only those residency and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. These are described below. A residency program involves training in the specialized field of Internal Medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in the specialty of Pulmonary Medicine/Critical Care in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training.

Duties for the Physician (Pulmonologist) GS-0602-15 include:
  • Administering, coordinating, evaluating, recommending, and/or developing medical programs and overseeing the operation of such programs throughout the agency on a national scale.
  • Advising senior executives regarding Pulmonary Medicine.
  • Contributing to agency strategic planning with responsibility for evaluating differences between actual and planned program requirements, recommending corrective action when imbalances occur in major medical projects and taking appropriate action to improve or simplify program operations or reduce costs.
  • Presenting professional findings to senior leaders for study with conclusions and recommendations that serve as the basis for decisions supporting short and long-range planning.
  • Reviewing and analyzing medically-related data to identify, evaluate, and define health problems.
  • Preparing accurate scientific and medical reports, developing presentation materials that take highly technical information, and making information understandable to a wide range of audiences with varying degrees of understanding.
  • Serving as senior advisor to the Chief Medical Officer, agency leaders and providing support to program directors on medical and epidemiological matters specifically related to pulmonary conditions.
  • Reviewing, evaluating, and proposing changes to legislation, regulation, policies, and/or procedures for improving the quality of medical services and related professional activities nationwide.
  • Serving as a subject matter expert on diseases of the respiratory system including but not limited to structural, inflammatory, infectious, and neoplastic conditions.

Qualifications

Basic Requirements for the 0602 series: The absence of this information will result in an ineligible rating.

Degree:

Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure:

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training:

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Additional Requirements:

For GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

AND

Specialized Experience:

For the GS-15, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-15 includes:
1. Experience determining which medical procedures and drugs are appropriate for any medical diagnosis;
2. Experience developing clear, concise written medical opinions for non-medical leaders after reviewing medical records;
3. Experience delivering well-organized, informative oral presentations to non-medical audiences, including organization leaders, employees, and the public.

Education

There is no substitution of education for specialized experience at the GS-15 grade level.

Superior Qualifications Incentive

Agencies may set the rate of basic pay of a newly-appointed employee at a rate above the minimum rate of the appropriate General Schedule (GS) grade because of-

  1. the superior qualifications of the candidate; or
  2. a special need of the agency for the candidate's services.

Annual Leave Accrual:

If selected, the Agency may authorize service credit for annual leave accrual. An agency may provide service credit to:
  • A newly appointed or reappointed employee with a break of at least 90 calendar days after his or her last period of civilian employment in the civil service; or
  • A retired member of the active-duty uniformed service as defined by 38 U.S.C. 4303.
Physicians Comparability Allowance:

Agencies may pay a PCA of up to $14,000 annually to a physician with 24 months or less of service as a Government physician or up to $30,000 annually to a physician with more than 24 months of service as a Government physician. PCAs are subject to the aggregate limitation on pay under 5 U.S.C 5307 and 5 CFR part 530, subpart B.

Recruitment Incentive:

A recruitment incentive may be as much as 25 percent of the employee's annual rate of basic pay in effect at the beginning of the service period multiplied by the number of years in the service period (up to 4 years) (i.e., as much as 100 percent of basic pay). With Office of Personnel Management (OPM) approval, this cap may be increased to 50 percent (based on a critical agency need), as long as the total incentive does not exceed 100 percent of the employee's annual rate of basic pay at the beginning of the service period.
