Summary

This position is located in the Department of State (DOS), Bureau of European and Eurasian Affairs (EUR) Office of the Coordinator of U.S. Assistance to Europe and Eurasia (ACE). The incumbent will assist in ensuring accountability and oversight mechanisms are in place and effective for over $30 billion in U.S. assistance to Ukraine and the region broadly. This Term position is not to exceed two years.

Duties

Help

  • Serves as a senior authority and arbiter for Ukraine on all issues related to program-performance data identification, collection, quality-assessment, interpretational and dissemination.
  • Provides expert advice to colleagues and leadership in the Office of the Coordinator of U.S. Assistance to Europe and Eurasia (ACE), and interagency partners and in the design, implementation, and update/revision of Monitoring & Evaluation and Learnings systems for foreign assistance projects in Ukraine and as needed in the region.
  • Oversees the development of assistance strategies and related Monitoring & Evaluation and Learnings systems.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

-Experience developing and monitoring foreign assistance. 

-Experience managing Monitoring & Evaluation and Learning systems.

There is no substitute of education for specialized experience for the GS-14 position.

  • Ability to design monitoring and evaluation systems.
