Help

Major duties include, but are not limited to:

  • The incumbent is responsible for technical architecture of data platforms, solutions and applications to integrate, store, process and analyze a wide variety of data sets from across program-specific and enterprise-wide systems, which support the delivery of descriptive reporting and advanced analytics.
  • Responsible for governing the design, development, testing and deployment of data-specific aspects of systems development projects.
  • The incumbent is responsible for supporting the business goals and objectives for DOL's enterprise analytics platform as a whole.
  • Defines the Center's architectural vision and blueprints for all Big Data and analytical platform solutions, through major, complex IT architecture projects; ensures that the architecture meets strategic and immediate operational needs.
  • Develops data architecture technology road map, while keeping up-to-date with emerging technologies, and recommends business direction based on these technologies.
  • Provides technical leadership and is responsible for leading development of the overall systems design as it pertains to the use and storage of data. Translates complex business problems into sound technical solutions.
  • Serves as a technical expert in the analysis and design of data resources, including conceptual, logical and physical data modeling, data requirements identification, data flow diagramming and analysis, metadata identification and management; as well as expertise in data source to target mapping and analysis, data migration, and extract, transform, and load design and implementation.
  • Performs other duties as assigned.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for IT Specialist (DATAMGT/ENTARCH), as described below.

For GS-14 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:
1. Experience in cloud computing or related field that has been applied towards data solutions architect projects.
2. Experience designing, building, and deploying data architecture and cloud-based technical solutions based on user and technical requirements. This includes defining the policies, procedures, models and technologies to be used in collecting, organizing, storing and accessing enterprise-wide agency information
3. Demonstrated ability to collaborate with other teams within the organization to devise and implement data strategies, build models, and assess shareholder needs and goals.

Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government)to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
