Summary

As an Information Technology Specialist (SYSANALYSIS), you will provide broad, general policy guidance and program performance goals, with completed work evaluated on the basis of results and effectiveness achieved.

The position is located at the division or branch level in the Federal Acquisition Service (FAS ), Office of Information Technology Category (ITC).

Help

Provides program and resource management advice on a wide range of information technology projects and procurements relating to the management and delivery of a wide range of IT solutions and services to government customers worldwide.


Plans, develops, coordinates and performs market research, from a technological perspective, on a wide range of Information Technology products, services and solutions to assist program managers in making effective decisions in determining appropriate IT product offerings and services.  


Collaborates with other GSA organizations, to identify business opportunities, develop customer outreach strategies, and discuss technology requirements and options.


Recommends technology solutions to address customer agencies’ current and future IT business needs and advises on ITC future priorities.


Prepares and presents training, technical reports, findings, and recommendations to ITC leadership, customer agencies, and other stakeholders.


Establishes methods and procedures to assess and track contractor effectiveness in compliance with contractual requirements and program objectives.


Assists customer agencies to create complex and innovative acquisition strategies for the procurement of products, services, and solutions comprising the GSA ITC business portfolio.

The GS-13 salary will be determined based upon duty location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.
Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENT:

Specialized experience is experience in researching and evaluating the technical and economical feasibility of current and emerging Information Technology systems, products, and services in order to:

  • Establishing and maintaining industry partner and customer engagement and relationships
  • Make recommendations for acquisition strategies to meet the IT business and operational requirements of client agencies
  • Make recommendations regarding IT requirements and technology solutions for an agency or organization
  • Collect, manipulate, analyze and present research from multiple sources to determine appropriate IT product offerings and services and strategies

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Knowledge of current information system technology and awareness of emerging technologies and their applications to business processes and applications and implementation of information systems to meet organizational requirements.

Knowledge of state-of-the-art business practices both in government and industry to analyze business requirements, assess project feasibility, define current and future business environments, and evaluate organizational investment portfolios.

Ability to direct the proper execution of IT systems/software and related projects and apply innovative methods to issues not readily treated by conventional methods.

Ability to negotiate effectively with all levels of management to gain acceptance and implementation of program recommendations.

Skill in communicating, negotiating, and expressing technical concepts and ideas, orally and in writing, to technical and non-technical personnel.

Ability to write clearly, logically, and succinctly.

Skill in making formal presentations to present team findings.

Ability to synthesize information and prepare written technical reports.

Knowledge of laws and regulations governing the acquisition and use of Information Technology in the Federal government acquisition process, in order to plan and direct the acquisition of systems and service and ensure the technical accuracy and applicability of products and services furnished by the private sector.

Ability to establish and maintain productive contacts with Government and private industry to engage customers in GSA ITC business initiatives, resolve problems for customers, gain intelligence concerning customer acquisition plans, maintain and enhance technical knowledge and skills, and represent ITC during customer outreach contacts.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
