The position is located in the Office of Inspector General (OIG) of the Department of Defense (DoD), Office of the Deputy Inspector General for Investigations (DIG-INV)/Director of the Defense Criminal Investigative Service (DCIS). The position serves as the Assistant Inspector General for Investigations/Internal Operations (AIGIO).
Summary

Broad knowledge of the fields of criminal investigations and law enforcement, investigative policies, administration of investigative programs; and functions and jurisdictions of other Federal, state, and local agencies.
Expert knowledge of investigative techniques, devices, procedures; the rules of evidence, search and seizure; and Federal and military criminal laws.
Demonstrated expertise in overseeing the preparation of analytical, well-reasoned review and other significant written materials, including appropriate recommendations to management officials.

Directs the preparation of proposed changes to policy and procedures involving programs managed by Investigative Operations; develops new policies and directives as required.
Initiates and maintains continuing liaison, as deemed appropriate, to assure investigative and internal operations continuity on matters that would affect the DCIS mission or provide assistance to others.
Provides oversight of DCIS's internal operations to include the management of fiscal, human and material resources.
Ensures the implementation of newly developed investigative techniques, and operational and administrative policy guidance. Ensures optimum investigative performance, and promotes improvements.
Initiates criminal investigations of any DoD mission, program, functions, system or operation as the OIG DoD considers appropriate, including interrelated DoD operations and contractors.
Serves as principal advisor for program development, management, administration, evaluation, security, and personnel actions. Develops recommendations and/or makes decisions regarding major and joint interagency investigations and projects.
Determines resources, changes in investigative program emphasis. Directs the evaluation of DCIS goals and objectives. Develops cost reduction planning and implementation of initiatives.
Ensures appropriate coordination with military criminal investigative organizations and the Office of Deputy and Assistant Inspector General for Auditing to avoid duplication, and promote cooperation.
Promotes cooperation between DoD and other Federal, state, and local government agencies for the accomplishment of economy and efficiency in prevention and detection of fraud and other crimes in DoD programs and activities.
Complies with requirements of The Inspector General Act of 1978, as amended, 5 U.S.C.4 (2000).
Performs other duties as directed by the Deputy Inspector General for Investigations.
Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

Incumbent is subject to random drug testing for the duration of service with the DoD OIG.

Position requires a pre-employment physical exam and a pre-employment physical readiness test. An annual physical readiness test is required for the duration of employment.

Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position.
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the blow listed Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each mandatory technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Expert criminal investigative knowledge to direct and coordinate major investigative programs, policies, and operations.
2. Extensive experience investigating complex criminal matters and managing a program involving complex criminal investigations.
3. Extensive experience in the management of fiscal, human, and material resources.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications.
