The incumbent coordinates, plans and directs the nation-wide grant programs that supports initiatives such as the expansion of broadband and other training to bridge the digital divide on Tribal lands.
Identifies and carries out program directives related to the promotion of tribal self-governance and self-determination initiatives and national policy planning for the ownership and infrastructure development of technological development.
Serves as the lead on the formulation, development, and implementation of the division’s policies and programs designed to administer technical assistance and develop plans to carry out activities for the effective deployment and use of technology.
Provides technical assistance, developing and distributing publications, and hosting workshops to provide guidance to tribal stakeholders looking to expand broadband/spectrum access, electric vehicle, and other technology adoption on Tribal land.
Reports to senior leadership weekly and provides response to Congress and others on data and information relevant to the various initiatives that is responsive and easy to understand.
The incumbent serves as the Division Chief for the ICT and provides supervision for the staff with in the division.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards Miscellaneous Administration and Program Series 0301 and General Schedule Qualification Standards Administrative and Management Positions).
GS-15: Your resume must demonstrate at least one (1) year of specialized experience or the equivalent, comparable to at least the GS-14 grade level in the Federal Service (obtained in either the public or private sector) performing the following: 1) Provided advisory services to senior leadership involving an array of highly confidential and sensitive management issues; 2) Performed complex analytical studies involving technology development in Indian country and relevant programs and issues; 3) Performed oversight of administrative matters and program operations; and 4) Extensive research and experience providing executive direction for wireless deployment, spectrum, electric vehicle or other technological development programmatic initiatives, policies, practices, and operational guidance.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
