What will I do in this position if hired?

In this position, you will serve as Supervisory Information Technology Specialist (SysAnalysis). Typical assignments include:

  • Leading a team to build products delivering value to customers and stakeholders by leveraging industry-standard technology, methodologies, and trends found in the private sector.
  • Managing and leading a cross functional team for multiple existing & potential products varying in size and technical complexity.
  • Modeling and executing the full product life-cycle using modern solutions for product and services delivery in an iterative manner that meets the mission and user needs including problem definition, hypothesis generation and validation, user research and discovery, prototyping, and production ready software.
  • Performing needs analyses to define opportunities for new or improved products, services, or strategies which may include but not limited to research, customer listening, usability testing, advising, developing, and implementing solutions tailored to the unique project needs.
  • Using analytical skills to apply a wide range of qualitative and/or quantitative methods for assessing and improving outcomes. Effectively leverage data to inform product direction.
  • Fostering regular engagement with stakeholders, build trust and rapport, effectively balance stakeholders' needs with product priorities.
  • Fostering an environment of respect, diversity, equity, inclusion, accessibility, mutual support, flexibility, collaboration, continuous learning, and commitment to user needs across the team and agency.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-15 level (starting salary $136,908), you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:

  • Experiencing using advanced measurement techniques to measure success and impact across multiple digital services; AND
  • Demonstrated history of synthesizing (e.g. affinity mapping, personas) information about users/customers and incorporating learnings into the strategic direction of the product and teaching others these skills; AND
  • Experience writing clearly and concisely; communicating and collaborating to build a cohesive vision for a broader product portfolio in the context of a parent organization; and building consensus across various stakeholder groups; AND
  • Experiencing leading a cross-functional product team that works through problems to deliver value iteratively to users, independently finding novel/creative solutions or guiding other product managers.

GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process includes the below three assessments by subject matter experts:

  • Resume review: Human Resources Specialists and Subject Matter Experts will review the first three (3) pages of your resume (starting with your work experience) to determine your technical qualifications for the position based on the required competencies. If more than 3 pages are submitted, only the first 3 pages starting with your work experience will be reviewed to determine your eligibility/qualifications.   • Written Assessment: If you pass the resume review, you will be given a written assessment. Your response to the written assessment will be used to measure your depth of knowledge in relation to the required competencies for the position. All passing candidates will move to the next phase.
  • Qualifying phone interviews: At this phase, qualified candidates will have at least one phone interview to further assess whether their experience meets the required competencies. Qualified candidates may meet with more than one Subject Matter Expert for that determination to be made. After a final qualifications check for candidates who may qualify at the GS-15 level, you will be evaluated based on Category Rating and Selection procedures for placement in one of the following categories:

  1. Best Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies as determined by the job analysis.
  2. Well Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies as determined by the job analysis.
  3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies as determined by the job analysis.

Ranking and preference:Veteran's preference applies to all selections made under competitive examining in accordance with Part 337 of 5 CFR. Veteran's Preference will be applied to applicants who move forward after the qualifying phone interviews.

The "Best Qualified" applicants will be issued to the Selecting Official by the Human Resources Office. Qualified veterans who have a compensable service-connected disability of at least 10% are listed in the best-qualified category, except when the position being filled is scientific or professional at the GS-09 grade level, or higher.
