The Program Specialist (Privacy) position is located within the Office of the Chief Privacy Officer (OCPO) and reports to the Chief Privacy Officer (CPO). OCPO assists the FTC staff, and contractors in complying with federal privacy laws and related guidance, and assist with enforcing the FTC's internal policies and procedures regarding the collection, use, sharing, retention, disclosure, and destruction of personally identifiable information (PII) across all FTC programs.
Summary
The Program Specialist (Privacy) position is located within the Office of the Chief Privacy Officer (OCPO) and reports to the Chief Privacy Officer (CPO). OCPO assists the FTC staff, and contractors in complying with federal privacy laws and related guidance, and assist with enforcing the FTC's internal policies and procedures regarding the collection, use, sharing, retention, disclosure, and destruction of personally identifiable information (PII) across all FTC programs.

The Program Specialist (Privacy) assists the CPO and other OCPO personnel by participating in the full range of OCPO activities:
Administers, operates, and communicates with FTC staff and contractors about the FTC's privacy program, including activities to ensure that the agency's privacy policies and procedures remain comprehensive and current.
Works with FTC staff and contractors to develop, implement, and oversee privacy policies, procedures, and compliance across the full range of FTC activities, including but not limited to, procurement, implementation of new technology, data collection, website content, and social media.
Supports agency risk management functions by working with FTC staff and contractors to develop, review, and finalize privacy components of risk assessments and related documentation for FTC activities. Effectively completes risk analyses for information collections.
Supports incident identification, notification, and response activities, including incident reporting training for staff and contractors, conducting table-top exercises, responding to questions from staff and contractors, reviewing reports, conducting risk and harm assessments, and participating in the full range of Breach Notification Response Team (BNRT) activities.
Oversees the FISMA reporting process, including creating and maintaining all relevant records.
Assists with drafting, editing, as well as the process of circulating Privacy Impact Assessments for review and approval.
Works closely with the FTC's Chief Information Officer (CIO), including the Chief Information Security Officer (CISO) and the Cybersecurity Team, on issues at the intersection of privacy, data security, and technology.
Represents the CPO at meetings, both internal and external to the FTC.
Work cohesively with appropriate offices, teams, and other stakeholders to ensure that FTC's privacy program's mission is fully integrated into every organization's efforts to protect and secure nonpublic information, including PII.
Provides valuable support to the team, voluntarily assisting other team members, and plays an active role in interagency collaboration as needed to support FTC privacy program initiatives.

Qualifications
To qualify for a Program Specialist (Privacy) at the GS-11 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting privacy risk assessments, overseeing FTC privacy policies and procedures to ensure compliance, conducting privacy trainings with staff & contractors, assessing privacy risks for new or updated systems, documenting risk assessments, and applying relevant privacy laws to ensure privacy program compliance.
To qualify for a Program Specialist (Privacy) at the GS-12 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: applying relevant privacy laws (Privacy Act, e-Government Act, FISMA) and guidance to help ensure an agency's privacy program meets or exceeds standards for federal agencies, providing general and role-based privacy orientation, education, and training to employees, contractors, volunteers, students, and international fellows, as well as responding to specific questions and providing follow-up privacy and awareness sessions with individuals and specific components as needed, conducting, reviewing and assisting with the finalization of initial and updated privacy assessments and related documentation (e.g., Privacy Threshold Analyses, Privacy Impact Assessments, Privacy Act System of Records Notices), overseeing the investigating, reporting, and closure of certain breach incidents.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
