Help

As a Human Resources Specialist, you will perform the following duties:

  • Provide program responsibility and oversight pertaining to Workers' Compensation issues. Provide advice and counsel in all aspects of the Workers' Compensation Program to GSA Human Resources Offices, managers/supervisors, injured employees, the Department of Labor, and medical providers as required.
  • Assist GSA Human Resources Offices and managers with their effort to resolve issues and return employees to productive duties as appropriate, or assists in the removal of employees from GSA roles in the event all other options have been explored.
  • Assist in the development of GSA-wide guidance material on the implementation of new and improved methods and procedures as they relate to the Injury Compensation Program. Brief supervisor, the Benefits & Retirement Center Director, and other management officials relative to trends and analyses impacting the GSA Injury Compensation Program. Analyze the operational effects and impacts of changes in law or regulations on the Program.
  • Coordinate GSA employee and manager training to include development and dissemination of Office of Workers' Compensation Program (OWCP)-related communications going directly to employees advising them of benefits changes affecting them; development of written benefits related materials for local or national in-house publications either in hardcopy or electronic; maintenance of workers' compensation web pages; coordination of training from outside vendors; and the development & delivery of training relating to OWCP itself.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-12 salary range starts at $82,830 per year. Locality pay will be determined based on duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

SPECIALIZED EXPERIENCE:  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience interpreting and applying workers' compensation program practices, policies, laws and regulations; providing program advice and guidance to managers, injured employees, and medical providers; resolving complex workers' compensation program issues and problems; and coordinating workers' compensation training to employees and managers.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  1. Knowledge of the Worker’s Compensation Program in order to provide advice and guidance to Human Resources Offices, management officials, and medical providers on a variety of Office of Workers' Compensation Program (OWCP) issues.
  2. Ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance to Human Resources Offices, supervisors/managers and employees on the Worker’s Compensation Program.
  3. Ability to identify and analyze a variety of human resource problems or issues in order to develop alternative solutions or recommendations to a wide range of audiences in both the Federal and private sector.
  4. Skill in presenting ideas and options to a wide range of audiences both orally and in writing to persuade the target audience to accept a proposed course of action and to convey a wide variety of information to diverse audiences in an understandable and acceptable manner using a variety of methods as suited to the information given.
