This position is being filled under the OPM Government-Wide Direct Hire Authority for Information Technology Management positions for grades GS 9 and above. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. The duties and responsibilities as an IT Specialist (APPSW/INFOSEC) GS-2210-14 generally include, but are not limited to the following:

  • Manages the development of policies and procedures for Cloud Platform boundaries, as well as legacy systems and infrastructure, to ensure information systems reliability and accessibility, and preventing unauthorized access to systems, networks, and data.
  • Manages and coordinates security controls for applications and cloud platforms to ensure target Authority to Operate (ATO) assessment and remediation requirements are met.
  • Recommends compensatory and alternate security control strategies to close gaps between compliance guidance and technical solution capabilities.
  • Supporting application software programs and cloud platforms which involve highly complex software development life cycles including requirements analysis, design evaluating, assessing, and implementation.
  • Develops strategic IT security implementation planning and project management activities.

Qualifications

To qualify for the position of IT Specialist (APPSW/INFOSEC) at (GS-2210-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

Basic Qualifications (2210 series):

  1. Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Specialized Experience is defined as displaying a mastery of, and skill in applying IT information systems security and vulnerability concepts, principles, and methods to at least three of the following:
  1. Assist in the design and implementation of technical security controls across disparate application and infrastructure environments to meet or exceed cybersecurity compliance requirements.
  2. Review software designs for potential security risks; recommend countermeasures and resolve integration issues of systems.
  3. Independently develop, design, implement, and analyze software to resolve critical issues and to identify weaknesses in critical performance parameters.
  4. Coordinate the implementation of security programs across platforms; and establish vulnerability reporting criteria.
