Help

The Engineering Technician will provide support to systems engineering functions that provide electrical power of quality, reliability, and availability to fully support the operational requirements of the National Airspace System (NAS). The position will provide broad experience and comprehensive technical knowledge of systems engineering functions, and provide guidance on, and resolution to, complex problems associated with the continued operation of commissioned facilities and resolution of problems related to the introduction of new systems into the NAS.

Specifically, for assigned NAS systems, provides national level guidance and technical direction and serves as a project engineering technician on matters relating to in-service improvements; analysis, design, and implementation of system-wide hardware/firmware modifications; service life extension; failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field; NAS configuration management; quality assurance; development and issuance of associated national technical directives and maintenance guidance; development and evaluation of the operational readiness and/or supportability of new NAS systems for deployment; and technical support to new system acquisition efforts. Represents the Sub-Team, and as directed, the Team in intra- and inter-service and agency meetings relating to the technical aspects of in-service improvement, new system development, technical documentation, and resolution of complex problems associated with the NAS. Fosters effective working relationships in the accomplishment of work activities. Purchases and/or develops detailed, complex purchase documentation as required. Performs other duties as assigned.

Develops project plans and schedules, identifies resource requirements, defines milestones and deliverables, monitors activities, and provides progress reports. Develops technical solutions to improve/enhance system performance and lengthen service life. Determines technical requirements for functional improvements or major systems enhancements and develops and provides guidance for system users and other technical support staff on system functionality and support requirements. Provides expertise to develop plans to address current system needs and meet agency requirements; and investigates new and emerging technologies and their applicability to system requirements.

Independently plans and executes work assignments; determines most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, and the degree of intensity and depth of research required. Keeps supervisor informed of progress, potentially controversial matters, and unresolved issues. Finished work is reviewed for achievement of expected results. Guidelines specific to assignments are often scarce, inapplicable, or have gaps in specificity that require considerable interpretation and/or adaptation for application to issues and problems. Judgment, initiative, and resourcefulness are required in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex and/or intricate issues and problems; treat specific issues or problems; research trends and patterns; develop new methods and criteria; and/or propose new policies and practices.

Contacts are both internal and external. The incumbent may represent the organization as a primary technical point-of-contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities. Personal contacts require influencing and persuading people to accept and implement findings and recommendations.

The incumbent will travel in connection with the performance of assigned duties and is subject to telephone availability and call back.

Qualifications

TO QUALIFY AT THE FV-I (GS/FG 13) LEVEL, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-H (GS/FG10-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience and knowledge of the methods and techniques of engineering or maintenance. Applies practical knowledge in operations and maintenance in support of the National Aerospace System (NAS) facilities/equipment.

In addition to the above qualifications, the following has been determined to be a Quality Ranking Factor (QRF). This means applicants who possess this factor are considered to be Well-Qualified.

QUALITY RANKING FACTOR (QRF): Well qualified applicants will possess experience that includes responsibility for operations and/or maintenance support of building infrastructure components within the National Aerospace System (NAS), with one or more of the following subject areas/equipment: Chillers, building automation systems (BAS), elevators, sanitary systems, Engine Generators (EG), Automatic Transfer Switches (ATS), Static Automatic Transfer Switches (SATS), Uninterruptable Power Systems (UPS), Switchgear (GE or SqD), and/or Lightning Protection Grounding Bonding and Shielding (LPGBS).

Applicants should provide examples of Specialized Experience in their Work History. Qualifications must be met by the closing date of the announcement.
